The manifesto places significant emphasis on women's empowerment, with the NDA setting an ambitious goal of creating one crore "lakhpati didis" (women entrepreneurs with an income of at least one lakh rupees).

In addition to job creation and women's empowerment, the NDA's "Panchamrit Guarantee" focuses on welfare measures for the poor. These include free rations, 125 units of free electricity per household, free healthcare up to Rs 5 lakh, the construction of 50 lakh pucca houses, and social security pensions for eligible families.

The NDA also pledges to invest ₹50 lakh crore in the state over the next five years. The manifesto includes plans to establish global skilling centers in every district to enhance employment opportunities for the youth. The NDA has promised to conduct a skill census to provide skill-based employment. The alliance also aims to upgrade education, offering free quality education from KG to PG. Financial assistance of ₹10 lakh will be provided to different categories of Extremely Backward Classes.

The manifesto also promises a major infrastructure push that includes the construction of four international airports and seven expressways in Bihar.

BJP President Dilip Jaiswal stated that the NDA's manifesto represents Prime Minister Narendra Modi's guarantee and the trust in Bihar Chief Minister Nitish Kumar. Chirag Paswan hailed the 'Bihar first, Bihari first' Sankalp Patra.
