Jaishankar discusses Afghanistan earthquake relief and assistance with acting foreign minister Amir Khan Muttaqi in crucial call.

In the wake of the devastating earthquake that struck northern Afghanistan, External Affairs Minister (EAM) S. Jaishankar spoke with Afghanistan's Foreign Minister, Mawlawi Amir Khan Muttaqi, on Monday, November 3, 2025. The call conveyed India's condolences for the loss of life in the provinces of Balkh, Samangan, and Baghlan.

The conversation underscored India's commitment to supporting Afghanistan during this challenging time. Jaishankar assured Muttaqi that India is providing assistance to the affected communities. Relief materials from India were already being delivered, with further supplies of medicine expected to arrive shortly.

Jaishankar also highlighted the progress in India-Afghanistan bilateral relations since Muttaqi's visit to India. He welcomed the strengthening of people-to-people connections between the two nations and expressed appreciation for the exchange of views on the regional situation.

The earthquake, measuring 6.3 in magnitude, struck northern Afghanistan before dawn on Monday. Initial reports indicate that at least 27 people have died, and hundreds more have been wounded. The quake affected several provinces, including Balkh, Samangan, Sar-e-Pul, Baghlan, and Kunduz. Most casualties were reported in Samangan and Balkh provinces.

The disaster has compounded the challenges faced by Afghanistan, which is already struggling with the aftermath of years of conflict. The Afghan Red Crescent Society described the earthquake as causing "severe human casualties and heavy financial losses,". Rescue operations are underway to find survivors.

Prime Minister Narendra Modi also expressed his condolences and offered assistance. In a post on X, Modi conveyed his sorrow and said that India stands ready to provide all possible humanitarian aid and relief to those affected.

Afghanistan has experienced multiple major earthquakes since 2021. In August 2025, an earthquake in Kunar province resulted in over 2,200 fatalities.

Other nations have also offered support. The Foreign Minister of Japan, Toshimitsu Motegi, conveyed his condolences and stated Japan's readiness to provide assistance.
