As per parliamentary tradition, Prime Minister Narendra Modi is scheduled to address the media on Monday, July 21, 2025, prior to the commencement of the Monsoon Session of Parliament. The session is scheduled to run from July 21 to August 21, with a recess from August 12 to August 18 to accommodate Independence Day celebrations.
The upcoming Monsoon Session is anticipated to be contentious, with the opposition expected to raise concerns about the Pahalgam terror attack and demand government accountability. Discussions surrounding the Special Intensive Revision (SIR) of voter lists in Bihar, preceding the State Assembly elections, are also likely to be flashpoints. The government, however, is preparing to discuss and push for the passage of various bills related to Goods and Services Tax (GST), mines and minerals, and sports governance.
In preparation for the session, the government convened an all-party meeting, seeking cooperation from opposition parties to ensure the smooth functioning of both Houses. Parliamentary Affairs Minister Kiren Rijiju, along with other Union Ministers, attended the meeting, urging both the ruling and opposition parties to coordinate effectively. Rijiju addressed the media after the all-party meeting, stating the government's readiness to discuss key issues, including Operation Sindoor. He described the meeting as constructive and emphasized the shared responsibility of all political parties. 51 political parties attended the meeting which included 54 people.
During the Monsoon Session, the government intends to introduce eight new bills. These include the Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, aimed at protecting geoheritage sites, the National Sports Governance Bill, the Mines and Minerals (Development and Regulation) Amendment Bill, and the National Anti-Doping (Amendment) Bill. Additionally, the Manipur Goods and Services Tax (Amendment) Bill, the Jan Vishwas (Amendment of Provisions) Bill, the Indian Institutes of Management (Amendment) Bill, and the Taxation Laws (Amendment) Bill are also slated for introduction. The government is also expected to present the Income Tax Bill, 2025, which was previously introduced and referred to a Select Committee.
Parliament will also consider pending legislation, including The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024, the Merchant Shipping Bill, 2024, and the Indian Ports Bill, 2025. Furthermore, the government will seek parliamentary approval for the extension of President's Rule in Manipur and present the Demand for Grants for the state.
The session is scheduled to have 21 sittings. It is the first session after Operation Sindoor.
