Patna, October 7, 2025 – The Rashtriya Janata Dal (RJD) has formally lodged a complaint with the Election Commission (EC) regarding the recent transfer of officials in Bihar ahead of the state assembly elections. The party has expressed serious concerns, alleging that these transfers are politically motivated and could undermine the integrity of the electoral process.
In a two-page letter submitted to the Chief Electoral Officer of Bihar, Vinod Singh Gunjiyal, the RJD delegation, including MPs Abhay Kushwaha and Sudhakar Singh, along with senior party leaders Chitranjan Gagan and Mukund Singh, demanded immediate action. The RJD argues that the large-scale transfers, occurring just before the announcement of the election dates, violate established rules and reflect undue political pressure. The Election Commission had announced the election schedule on Monday, October 6, 2025.
The RJD's petition describes the transfers as a "well-hatched conspiracy to interfere with the poll process" and has called for a detailed inquiry into the matter. The party asserts that such arbitrary transfers weaken the independence of administrative services and erode public trust in the impartiality of election work. They are urging the EC to investigate whether rules and procedures were violated during these transfers and to clarify the circumstances that led to their sudden execution.
Furthermore, the RJD has raised questions regarding the Special Intensive Revision (SIR) of electoral rolls in Bihar. The party has requested the EC to disclose the number of foreign infiltrators detected during the revision. RJD leader Chitranjan Gagan stated that if no foreign infiltrators were found, the EC should take action against leaders and parties who repeatedly mention infiltrators in their speeches.
The INDIA Bloc, including the RJD, echoed these concerns during a meeting with Bihar’s Chief Electoral Officer. They insisted that if the SIR process did not identify any foreign infiltrators, then the Election Commission of India (ECI) should act against political figures who consistently bring up the issue of infiltrators in their political addresses. This matter was previously brought to the attention of Chief Election Commissioner Gyanesh Kumar, who clarified that relevant data is held by Electoral Registration Officers (EROs) and District Magistrates (DMs).
Meanwhile, the Election Commission has announced that the Bihar Assembly elections will be conducted in two phases on November 6 and November 11, with vote counting scheduled for November 14. Chief Election Commissioner Gyanesh Kumar stated that 8.5 lakh officers would be deployed for the Bihar elections. He also assured that individuals can still register to vote up to 10 days before candidates file their nomination papers. The electoral contest is expected to be primarily between the ruling NDA, led by Chief Minister Nitish Kumar, and the 'Mahagathbandhan' led by the RJD.
Other political parties have also voiced their opinions on the election preparations. The CPI(M) has alleged that the EC announced the Bihar polls without addressing complaints about omissions in the electoral rolls following the SIR exercise, claiming that millions of voters were removed from the state's electoral rolls. The Congress party has also criticized the EC, alleging a lack of answers to their questions and suggesting an alliance between the EC and the ruling BJP.
