IPS Officer's Suicide: Wife Accuses Haryana DGP, Alleging Years of Systematic Humiliation Led to Tragedy.

The wife of deceased IPS officer Y. Puran Kumar has filed a formal complaint with the Chandigarh Police, naming Haryana Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya for allegedly abetting her husband's suicide. Amneet P. Kumar, an IAS officer, alleges that her husband faced years of systematic humiliation, harassment, and persecution at the hands of senior officials, ultimately driving him to take his own life. She is seeking an FIR against both Kapur and Bijarniya under charges of abetment to suicide and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Y. Puran Kumar, a 2001-batch IPS officer, was found dead at his residence in Chandigarh on Tuesday, October 7, 2025. He allegedly shot himself with his service revolver. Kumar left behind what has been described as an eight or nine-page suicide note detailing instances of harassment, discrimination, and administrative bias. The note names several senior officers, including DGP Shatrujeet Singh Kapur, accusing them of mental harassment and caste-based slurs. Kumar also bequeathed all his property to his wife in a will.

In her complaint, Amneet Kumar stated that her husband had expressed fears of being falsely implicated in a fabricated case orchestrated at the DGP's direction. She specifically pointed to a recently filed FIR against one of Kumar's staff members, alleging it was a conspiracy to frame her husband. She also stated that before his death, her husband attempted to contact DGP Kapur and SP Bijarniya but received no response.

The complaint further alleges that Y. Puran Kumar suffered prolonged mental torture and caste-based humiliation by senior officers and that the actions of DGP Haryana and SP Rohtak directly contributed to his death. She claims her husband was subjected to casteism and publicly humiliated because he belonged to the SC/ST community.

SP Bijarniya told TOI that Rohtak police neither named Kumar as an accused nor summoned him for any investigation. He said that the FIR registered by Rohtak police on extortion charges against a police officer is based on strong evidence and facts. Regarding the complaint against him, the matter is being probed by Chandigarh Police, and he has full faith in their investigation, as they are fully competent to conduct a fair probe.

The Chandigarh Police have acknowledged receiving the complaint and have stated that an investigation is underway. Amneet Kumar has requested the immediate arrest of Kapur and Bijarniya, stating that their influential positions could hamper the investigation.

Y. Puran Kumar's suicide note reportedly names approximately 12 officers, including both serving and retired officials, accusing them of mental harassment. The note details Kumar's professional journey and expresses deep frustration over his career trajectory, transfers, and treatment within the police hierarchy. He also recounted a legal battle from 2021, where he approached the Punjab and Haryana High Court against a former DGP, alleging discrimination.
