CAG's technological transformation: Data-driven public audit reforms for enhanced accountability and transparency in governance.

The Comptroller and Auditor General (CAG) of India is embarking on a significant, technology-driven transformation of the nation's public audit system, emphasizing data-led reforms to enhance transparency, accountability, and efficiency. This overhaul includes adopting artificial intelligence (AI) and establishing specialized centers to modernize audit practices and align them with global standards.

A key component of this transformation is the establishment of a Centre of Excellence for Financial Audit in Hyderabad. This hub will focus on developing specialized skills and standardizing high-quality financial audit methodologies across various government departments. A.M. Bajaj, Deputy CAG (Commercial & Report Central), emphasized that this move addresses inconsistencies arising from the varied audit templates used by autonomous bodies, which complicate policymaking. The center is expected to foster innovation, research, and professional development in financial auditing, incorporating global best practices to strengthen fiscal trust and transparency.

The CAG is also embracing AI and machine learning (ML) to enhance audit processes. CAG K Sanjay Murthy noted that AI and ML have already been instrumental in uncovering fraudulent cases in several states, advocating for the widespread use of these digital tools in forensic auditing. The integration of AI aims to improve efficiency, consistency, and risk detection in audits, particularly with the increasing volume of digital records in government departments. AI-powered Large Language Models (LLMs) are being deployed to analyze vast datasets, summarize reports, predict anomalies, and generate consistent audit reports.

This digital shift also involves breaking down silos between audit and accounts functions, treating accounts offices as valuable sources of granular financial data. The goal is to create a seamless bridge between audit and accounts, enabling audit teams to systematically leverage vouchers, sanctions, and challans. This represents a move from traditional sample-based auditing to a more comprehensive analysis of full datasets, facilitated by cutting-edge technology.

Furthermore, the CAG is developing risk assessment models using existing data repositories and historical audit findings to focus on high-risk areas. Government platforms like iFMS and e-Procurement portals are being leveraged to identify patterns, understand operational clusters, and analyze anomalies with greater precision. The CAG-Connect Portal, soon to be launched, will provide a unified digital interface for approximately 1 million auditee entities to directly respond to audit queries and reports, promoting transparency and faster resolution.

To support these technological advancements, the CAG is investing in capacity building, training audit staff in AI, data analytics, cybersecurity, and public policy at leading institutions. Partnerships with institutions like IIT Madras and IIM Ahmedabad are helping to co-develop specialized curriculums. A nine-month AI and cybersecurity diploma program is underway at IIT Madras for CAG officers, covering environmental audit, ESG reporting, procurement, and non-cognitive skills.

The CAG's strategic plan through 2030 aligns with national development goals, emphasizing stakeholder engagement, capacity building, and digital transformation. This includes remote and hybrid audits with mandatory desk reviews, a real-time auditee portal linking entities to audit offices, and an indigenous large language model to support AI-driven audit analytics. The CAG is also focusing on integrating environmental, social, and governance (ESG) criteria in audits. These efforts reflect a commitment to sustainability and a proactive, real-time, future-ready approach to auditing.
