New Delhi, India – Indian authorities have officially declared the deadly car explosion near Delhi's Red Fort a "terror incident," confirming earlier suspicions about the nature of the attack. The blast, which occurred on November 10, 2025, has claimed the lives of 13 people and injured over 20 others.
The Union Cabinet, led by Prime Minister Narendra Modi, made the announcement on Wednesday, following a high-level security meeting. The cabinet condemned the "dastardly and cowardly act" perpetrated by "anti-national forces". The government has vowed to bring the perpetrators, collaborators, and their sponsors to justice without delay, emphasizing a zero-tolerance policy towards terrorism.
The investigation is now being handled by the National Investigation Agency (NIA), India's anti-terrorism squad, alongside the Delhi Police. The police have registered a case under the Unlawful Activities (Prevention) Act (UAPA), India's primary anti-terrorism law, granting investigators greater powers to conduct raids and make arrests.
Initial investigations suggest that the explosion originated from a Hyundai i20 car. Forensic reports indicate the presence of ammonium nitrate, a chemical compound used in explosives. CCTV footage has been crucial in tracing the car's movements, revealing that it spent over three hours in a parking lot near the Red Fort before the explosion.
Authorities have identified Dr. Umar Nabi, from Pulwama in Jammu and Kashmir, as a key suspect in the case. A red Ford EcoSport car belonging to Dr. Nabi has been recovered in Faridabad, Haryana. Police are investigating possible links between the suspects and the recovery of explosives and weapons in Faridabad prior to the blast.
The investigation has expanded to multiple states, including Haryana, Uttar Pradesh, and Jammu and Kashmir. Several individuals have been detained for questioning, including five people in the Pulwama district of Kashmir. A woman identified as Shaheen Saeed has also been arrested in connection with the case.
Prime Minister Modi visited the injured at the LNJP Hospital and assured the public that those responsible would be brought to justice. Union Minister Ashwini Vaishnaw conveyed the Cabinet's condolences and expressed gratitude for the international support received.
The incident has drawn widespread condemnation both domestically and internationally. Representatives from various countries and organizations have expressed their condolences and solidarity with India. Security measures have been heightened across Delhi and neighboring states, with increased vigilance at major train stations and border checkpoints.
