IndiaAI Initiative: Procuring 3,800 GPUs Through a Third Tender to Boost National GPU Cluster Capacity

IndiaAI is significantly expanding its GPU resources with a third tender aimed at adding approximately 3,800 GPUs to its IndiaAI GPU cluster. This move will increase the total GPU count to 34,333. The IndiaAI mission seeks to provide GPUs at competitive prices to support startups in building large language models.

The third tender includes advanced GPUs such as Google Trillium TPUs and Nvidia H100 GPUs. Four companies have successfully cleared the technical round, positioning them to contribute to this expansion. This initiative is part of a broader effort to enhance India's indigenous AI capabilities.

Earlier in 2025, the Ministry of Electronics and Information Technology (MeitY) assigned AI projects to Yotta Data Services, E2E Networks, and NxtGen Cloud Technologies, selected to supply GPUs under the IndiaAI Mission. These companies will provide AI compute units to startups, academic institutions, and other organizations chosen by the ministry, offering access to GPUs at a subsidized rate. The subsidized rate is less than $1 per hour, which is the lowest globally.

In May 2025, at the 'IndiaAI – Make AI in India, Make AI Work for India' event in New Delhi, Union Minister for Electronics & Information Technology Shri Ashwini Vaishnaw announced that India's national AI compute capacity had crossed 34,000 GPUs. During the event, three new startups were selected to develop indigenous foundation models:

  • Soket AI: Will create a 120B parameter multilingual model for healthcare, defense, and education.
  • Gnani AI: Will develop a 14B parameter Voice AI model capable of real-time multilingual speech processing.
  • Gan AI: Aims to build a 70B parameter model for "Superhuman Text-to-Speech" capabilities.

These startups join Sarvam AI, which is already working on India's Sovereign LLM Ecosystem, including a 120B parameter open-source model for governance-focused applications like 2047: Citizen Connect and AI4Pragati. The expansion of compute infrastructure includes an additional 15,916 GPUs, bringing the total to 34,333 GPUs through partnerships with industry players. This shared compute platform is crucial for training and deploying large-scale AI models tailored to India's diverse needs.

The IndiaAI mission also focuses on fostering reverse brain drain and building a comprehensive AI ecosystem, covering foundation models, compute capacity, AI safety standards, and talent development initiatives. This aims to ensure a self-reliant and inclusive AI future for India. Over 367 datasets have been made available on AI Kosh to encourage broader participation in AI development.

The government is also running a program to fund foundational research in AI and a large talent development program, starting from basic to advanced levels. This comprehensive approach aligns with Prime Minister Narendra Modi's vision of democratizing technology, ensuring it is accessible to all and fostering innovation across society.
