Prime Minister Narendra Modi arrived in Varanasi today, September 11, 2025, to host his Mauritius counterpart, Prime Minister Navinchandra Ramgoolam. Ramgoolam is currently on a state visit to India from September 9-16.
The meeting between the two leaders in Varanasi highlights the enduring civilizational connection, spiritual bonds, and people-to-people ties that have shaped the unique relationship between India and Mauritius. Varanasi has been decked out for the meeting. Uttar Pradesh Governor Anandiben Patel welcomed Ramgoolam on his arrival in Kashi on September 9.
The bilateral discussions between PM Modi and PM Ramgoolam are expected to last for approximately two hours. The leaders will review the full spectrum of cooperation, focusing particularly on development partnership and capacity building. They will also explore opportunities for expanding collaboration in various sectors, including health, education, science and technology, energy, infrastructure, renewable energy, digital public infrastructure, and the blue economy.
The visit builds upon the momentum from PM Modi's state visit to Mauritius in March 2025, which elevated the bilateral relationship to an "Enhanced Strategic Partnership". During that visit, PM Modi also announced India's vision for the Global South, known as "MAHASAGAR" (Mutual and Holistic Advancement for Security and Growth Across Regions). This policy approach is set against the backdrop of China's attempts to expand its influence in the Indian Ocean.
Mauritius is a key partner in India's MAHASAGAR vision and "Neighbourhood First" policy, underscoring the significance of the deepening cooperation between the two countries for the prosperity of both nations and the collective aspirations of the Global South. The Varanasi Summit is viewed as a significant milestone in the shared journey of India and Mauritius towards mutual prosperity, sustainable development, and a secure and inclusive future.
Following the meeting in Varanasi, PM Modi will travel to Dehradun to conduct an aerial survey of flood-affected areas in Uttarakhand at around 4:15 PM. He will then chair a high-level review meeting with officials at 5 PM to assess the situation and coordinate relief efforts.
In the evening, the Mauritius delegation is scheduled to witness the Ganga Aarti and visit the Kashi Vishwanath Temple. Prime Minister Ramgoolam's state visit to India will conclude on September 16.
