Baijayant Panda and Tejasvi Lead IBC Panels: Full List of Members and Committee Details

In a recent announcement, Bharatiya Janata Party (BJP) leaders Baijayant Panda and Tejasvi Surya have been appointed to chair key parliamentary panels. Panda will head the select committee tasked with examining the Insolvency and Bankruptcy Code (IBC) Amendment Bill, 2025, while Surya will lead the panel reviewing the Jan Vishwas (Amendment of Provisions) Bill.

The Lok Sabha Speaker Om Birla appointed the 24-member panel that Baijayant Panda will chair. The panel includes members from various parties, such as Supriya Sule, Karti Chidambaram, Shrikant Eknath Shinde, and Mahua Moitra. The committee is expected to submit recommendations to the government following comprehensive discussions with stakeholders. The government will then present the final IBC amendments to Parliament for approval, incorporating the panel's suggestions.

The IBC, enacted in 2016, is a crucial reform designed to streamline the resolution of corporate distress and individual insolvency by providing a time-bound framework. The IBC Amendment Bill 2025 aims to expedite stressed asset resolution and introduce frameworks for creditor-initiated and cross-border insolvency. The proposed amendments seek to refine existing provisions, address procedural gaps, and enhance the efficiency of resolution mechanisms to align with evolving economic conditions. These are the first set of amendments to the IBC moved by the government since 2021.

The select committee is mandated to conduct a thorough, clause-by-clause review of the bill, assess its impact on stakeholders, and recommend improvements. The panel will leverage AI-powered legislative tools to analyze data from past insolvency cases, simulate outcomes under the proposed changes, and evaluate the bill's alignment with global best practices. This tech-enabled approach is intended to enhance the precision and speed of the parliamentary review process.

Baijayant Panda brings extensive legislative experience and policy acumen to his role as chairperson. Previously, Panda chaired the parliamentary committee that examined the Income Tax Bill, which was passed by Parliament during the Monsoon Session. Under his leadership, the committee is expected to engage with industry experts, legal scholars, and financial institutions to ensure the bill reflects practical needs and safeguards public interests.

The committee includes members with expertise in law, finance, and governance, which will be crucial in navigating complex provisions related to cross-border insolvency, pre-packaged resolution schemes, and creditor rights. The panel's deliberations are expected to significantly shape India's insolvency landscape, particularly as the economy addresses post-pandemic restructuring and rising corporate debt. The committee is expected to submit its report during the upcoming session, paving the way for informed debate and legislative action.

In addition to Baijayant Panda's appointment, Tejasvi Surya, a two-term Lok Sabha member from Bangalore South, has been appointed chairman of the select committee on the Jan Vishwas (Amendment of Provisions) Bill. This appointment is seen as a vote of confidence from the BJP leadership in the young leader.

The Lok Sabha Secretariat has also released the updated list of chairpersons of the 24 Department-related Parliamentary Standing Committees. Key leaders have retained important roles, with Nishikant Dubey continuing to chair the Committee on Communications and IT, and Shashi Tharoor remaining in charge of the Committee on External Affairs.
