India's representation at ASEAN summit shifts: PM Modi to miss Malaysia meet, Jaishankar to attend.

Prime Minister Narendra Modi is unlikely to travel to Malaysia for the ASEAN summit scheduled to begin on Sunday, October 26, 2025. Citing scheduling issues, sources familiar with the matter indicated that External Affairs Minister S Jaishankar will likely represent India at the meetings in Kuala Lumpur. The ASEAN summit is slated to take place from October 26 to 28.

While there has been no official statement regarding the level of India's participation, it is understood that India has communicated to Malaysia that Jaishankar will represent the country at the ASEAN meetings. However, there remains a possibility of PM Modi addressing the ASEAN-India summit virtually.

Malaysia is preparing to host the 47th ASEAN Summit, which is expected to be a significant gathering of regional and global leaders. The summit aims to foster discussions on regional peace, economic resilience, and inclusive growth, aligning with Malaysia's 2025 ASEAN Chairmanship theme of 'Inclusivity and Sustainability'. More than 30 heads of state and government from ASEAN member states and key dialogue partners, including the United States, China, Japan, South Korea, Australia, New Zealand, and Canada, are expected to attend.

The summit's agenda includes the signing of the Instrument of Accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC). The main summit will commence on October 26 with the opening ceremony, the ASEAN Prize Presentation, the signing of the Declaration on Timor-Leste, and the handover ceremony of the Second Protocol to Amend the ASEAN Trade in Goods Agreement (ATIGA). Key meetings such as the ASEAN Plus Three (APT) Summit, the East Asia Summit (EAS), and ASEAN+1 engagements with major partners, including the United Nations, will follow. The summit will conclude on October 28 with the closing ceremony and the handover of the ASEAN Chairmanship to the Philippines.

Communications Minister of Malaysia, Datuk Fahmi Fadzil, has announced that road closures and diversions will be implemented temporarily and in stages during the summit. Limited access will be enforced around the Kuala Lumpur Convention Centre, especially on Sunday, October 26, to facilitate the delegates' travel. Over 290 media agencies, including 1,277 foreign media personnel, will cover the event.

The ASEAN-India Plan of Action (2021–2025) has been implemented, and the new ASEAN-India Plan of Action (2026–2030) has been adopted to guide the Comprehensive Strategic Partnership over the next five years.
