Pakistan's Evolving Terror Tactics: Leveraging Technology and Funding to Target India with Trained Jihadists.

Pakistan is allegedly using technology and fresh funding to train a new wave of jihadists aimed at India, according to recent reports. Terrorist organizations within Pakistan, such as Lashkar-e-Taiba (LeT), are reportedly recruiting and training women as fidayeen (suicide attackers) under the guise of "empowerment" programs.

These developments follow India's "Operation Sindoor," which was launched in response to the Pahalgam massacre where 26 civilians were killed. Intelligence agencies suggest that Pakistan-based terror groups are attempting to expand their ranks by targeting women and youth through covert social, political, and educational platforms.

Leaked videos reportedly reveal what LeT calls its "new syllabus," which is described as a systematic effort to radicalize women and young girls, portraying India and Prime Minister Narendra Modi as their primary enemies. These recordings allegedly show jihadi training sessions in Sialkot, led by US-designated global terrorist Hafiz Abdur Rauf, who is seen indoctrinating women to participate in jihad. Rauf has also conducted live online sessions to train women as jihadis.

These training camps have been tolerated by Pakistan's Inter-Services Intelligence (ISI) agency because of their usefulness against India and in Afghanistan.

After the Mujahideen victory against the Soviet Union occupation in Afghanistan, Lashkar-e-Taiba and Mujahideen fighters, with the aid of Pakistan, slowly infiltrated Jammu and Kashmir with the goal of spreading a radical Islamist Ideology to Jihad against Indian administration in Jammu and Kashmir. In July 2025, Indian security forces carried out a high-profile counter-terrorism operation near Srinagar, killing three Pakistani terrorists affiliated with Lashkar-e-Taiba.

Jaish-e-Mohammed (JeM) launched an online course titled Tuhfat-ul-Mu'minat, meaning The Gift for Female Believers, designed explicitly for women. The course is being endorsed via encrypted Telegram groups, social media handles linked to JeM's media wings, and affiliated madrassa networks. The course enrolment fee is PKR 500 (150 INR) for women to participate in what is framed as a “spiritual journey” towards “understanding jihad, sacrifice, and modesty”. The same women's brigade, the Jamat-ul-Muminatis, is now suspected to be involved in the Delhi Red Fort blast that occurred on November 10, 2025.

LeT continues to use these fronts to expand its influence, turning education, politics, and religion into tools of radicalization.
