The central government is reportedly planning to bring Chandigarh's administrative rules and regulations in line with those of other Union Territories (UTs) in India. This move is expected to be implemented through a new law, potentially called The Constitution (131st Amendment) Bill, which has been listed for the upcoming winter session of Parliament, set to begin on December 1st. Before being introduced in Parliament, the bill must receive Union Cabinet approval.

The proposed legislation follows initial reports about the planned changes. According to AAP MP Vikramjit Singh Sahney, the new law would give Chandigarh "administration rules similar to Lakshadweep and others" and potentially allow it to have an "independent administrator".

Currently, Chandigarh's unique status as a UT and its role as the joint capital of Punjab and Haryana have resulted in a distinct administrative structure. The move to synchronize Chandigarh with other UTs could lead to significant changes in how the city is governed and managed.

Union Home Secretary Govind Mohan stated in late October of 2024 that Chandigarh has the potential to be a role model among all UTs. He also expressed satisfaction with the implementations of schemes to help achieve sustainable development goals.

Zonal Councils, such as the Northern Zonal Council, already exist as forums to resolve issues between the Centre and Member States/UTs. The Northern Zonal Council includes Haryana, Himachal Pradesh, Punjab, Rajasthan, Delhi, Jammu and Kashmir, Ladakh, and Chandigarh. These councils provide a platform to discuss matters of national importance.
