Rooftop Solar Scheme Success: Over 7 Lakh Indian Households Enjoy Zero Electricity Bills, Empowering Citizens.

New Delhi, December 16, 2025 – In a significant stride towards clean energy adoption and reduced household expenses, the government's rooftop solar installation scheme, PM Surya Ghar Muft Bijli Yojana, has enabled over 7.7 lakh households to achieve zero electricity bills. This milestone, announced in the Rajya Sabha on Tuesday, underscores the transformative impact of the initiative on India's residential power landscape.

Minister of State for New and Renewable Energy, Shripad Yesso Naik, shared the progress in a written reply, stating that as of December 9, 2025, a total of 19,45,758 rooftop solar (RTS) systems have been installed across the country. These installations have benefited 24,35,196 households under the PM Surya Ghar: Muft Bijli Yojana.

Launched in February 2024, the PM Surya Ghar Muft Bijli Yojana aims to install rooftop solar systems in 1 crore households by FY 2026-27, with a total financial outlay of Rs 75,021 crore. The scheme promotes clean energy adoption in the residential sector and reduces electricity costs for households. The initiative supports India's clean energy transition and promotes energy self-reliance.

The government is providing substantial financial assistance to make rooftop solar systems economically viable for households. Central Financial Assistance (CFA) of Rs 13,926.25 crore has been disbursed for 17.74 lakh installations so far. Collateral-free loans at a concessional interest rate of 5.75% are also available to reduce the upfront cost of installation and encourage wider participation. The newly announced PM Surya Ghar Muft Bijli Yojana provides a subsidy to install solar panels ranging from Rs. 30,000 to Rs. 78,000, depending on the solar plant capacity.

Several states have demonstrated strong performance in RTS adoption. Gujarat leads with over 4.93 lakh installations, benefiting more than 7.10 lakh households. Kerala has reported over 1.17 lakh consumers receiving zero electricity bills. Andhra Pradesh, Assam, and Haryana have also shown steady progress, with thousands of households benefiting from rooftop solar systems. Over 3.62 lakh consumers in Gujarat are now receiving zero electricity bills.

To further expand access among rural households and economically weaker sections, the Ministry has issued guidelines for installations through Utility-Led Aggregation (ULA) and RESCO models.

While the scheme has shown encouraging early results, challenges remain in on-ground implementation. These include financing bottlenecks, supply chain gaps, limited awareness, and procedural delays. Just 22.7% of applications have translated into completed installations, reflecting bottlenecks in financing, vendor capacity, and approvals. To address these hurdles, stronger state plans, more transparent processes, improved financing, and focused outreach are needed for sustainable rooftop solar expansion.

The PM Rooftop Solar Scheme 2025 has been rolled out with a revamped subsidy structure aimed at helping households generate their own electricity and drastically reduce power bills. Under the new model, eligible families can install rooftop solar panels at a highly subsidized cost and enjoy near-zero electricity bills. The subsidy amount is adjusted directly during installation through authorized vendors, reducing the initial burden on homeowners and speeding up adoption across urban and rural areas.

The PM Surya Ghar Muft Bijli Yojana represents a significant step towards achieving India's renewable energy goals and empowering households with affordable, clean power. By addressing the existing challenges and strengthening implementation, the scheme can further accelerate the adoption of rooftop solar and contribute to a sustainable energy future for the nation.
