The Indian National Congress has announced that it will move a no-confidence motion against the Bharatiya Janata Party (BJP)-led government in Odisha during the monsoon session of the Legislative Assembly, which commences on September 18, 2025 and is scheduled to continue until September 25, 2025. The Congress Legislature Party (CLP) has resolved to bring the motion, citing the government's failure on multiple fronts, including law and order, women's safety, farmers' issues, unemployment, and the rights of Dalits and Adivasis.

Rama Chandra Kadam, the CLP leader, stated that the people of Odisha have lost trust in the BJP government, which he accuses of failing on all fronts. He specifically mentioned rising crimes against women, including incidents in Gopalpur, Balasore, Balanga, and Brahmagiri, as well as the murder of a female police constable in Keonjhar, which he says exposes the deteriorating law and order situation in the state. Kadam also criticized the government for the alleged shortage of fertilizers, claiming that farmers are being forced to pay exorbitant prices. Additionally, he raised concerns about the delay in holding student union elections.

Bhakta Charan Das, the Odisha Pradesh Congress Committee (OPCC) president, echoed these concerns, alleging a systematic failure across all sectors. He condemned the rising cases of rapes, gang rapes, and atrocities against women, Dalits, and tribals, as well as the denial of fertilizers to farmers. Das held the government responsible for the crimes against women, questioning the Chief Minister's ability to maintain law and order despite being in charge of the home department. He had previously appealed to the Biju Janata Dal (BJD), the main opposition party in the state, to bring a no-confidence motion against the BJP government.

The monsoon session is expected to be stormy, with the opposition likely to target the government on issues such as the fertilizer crisis and the increasing crime rate against women. The BJD is also expected to raise questions on law and order and women's safety. Political observers believe that the opposition will capitalize on agrarian distress and concerns about women's safety to put the government on the defensive.
