Election Commission deploys central observers for Bihar elections and by-elections in seven states to ensure fair process.

The Election Commission of India (ECI) is set to deploy 470 senior officers as Central Observers for the upcoming general election to the Bihar Legislative Assembly and the bye-elections in seven states. This deployment aims to ensure that the electoral process is conducted in a free, fair, and transparent manner.

The 470 Central Observers will consist of: * 320 officers from the Indian Administrative Service (IAS) * 60 officers from the Indian Police Service (IPS) * 90 officers from other services, including the Indian Revenue Service (IRS), Indian Railway Accounts Service (IRAS), and Indian Civil Accounts Service (ICAS)

These observers will be deployed to oversee the electoral process in Bihar and in constituencies across Jammu & Kashmir, Rajasthan, Jharkhand, Telangana, Punjab, Mizoram, and Odisha.

Constitutional Mandate and Responsibilities

The ECI's decision to deploy Central Observers is rooted in the powers vested in it by Article 324 of the Constitution and Section 20B of the Representation of the People Act, 1951. These provisions empower the ECI to take necessary steps to ensure impartiality, credibility, and fairness in the conduct of elections.

The Central Observers will operate under the direct supervision of the ECI and are tasked with: * Monitoring the electoral process at the ground level * Identifying areas for improvement * Making actionable recommendations * Reporting periodically to the Commission

Types of Observers

The ECI deploys different types of observers with specific responsibilities:

  • General Observers: Senior IAS officers who oversee the efficient management of the electoral process at the ground level, ensuring free and fair polls.
  • Police Observers: IPS officers who are responsible for monitoring law and order and security arrangements during the elections.
  • Expenditure Observers: IRS officers who monitor the election-related expenses of candidates to ensure compliance with regulations.

Bihar Assembly Elections

The Bihar Assembly elections are likely to be held in multiple phases between November 5 and 15, after Chhath Puja which falls on October 28. The current Assembly's term is set to end on November 22, 2025. Chief Election Commissioner Gyanesh Kumar is scheduled to visit Bihar to review election preparations and the final voter list, which is expected to be published on September 30.

Political Landscape in Bihar

The Bihar Assembly elections will be a contest between the ruling National Democratic Alliance (NDA) and the opposition INDIA bloc. The NDA, comprising the BJP, Janata Dal (United), and Lok Janshakti Party (Ramvilas), will aim to secure another term under Chief Minister Nitish Kumar. The opposition camp, led by the Rashtriya Janata Dal (RJD), along with the Congress and Left parties, will seek to unseat the NDA.

As of September 2025, the NDA holds a majority in the 243-member House with 131 members, while the INDIA bloc has 111 MLAs. Recent pre-poll surveys indicate a close contest between the NDA and the Mahagathbandhan.
