In response to heightened tensions with Pakistan following the Pahalgam terror attack that resulted in 26 casualties, the Indian government has directed all states and union territories to conduct nationwide civil defence mock drills on May 7, 2025. These drills aim to assess and enhance the preparedness of civil defence mechanisms across the country in the face of potential hostile attacks and other emergencies.

The Ministry of Home Affairs (MHA) has been instrumental in orchestrating this large-scale exercise, which will encompass nearly 300 districts with sensitive infrastructure. The drills are designed to simulate real-world crisis scenarios, including air raid sirens, blackout simulations, and emergency response protocols. The objective is to reduce panic, avoid chaos, and save lives by testing civilian readiness in the event of a national emergency.

Security measures have been enhanced around Connaught Place in Delhi. Delhi's Chief Minister has affirmed the capital's readiness, stating that Delhi is fully prepared and is following all directives from the central government. In Lucknow, an air raid siren test was conducted at Police Lines, with local authorities coordinating for the exercises. Educational institutions in Jammu and Kashmir are also conducting emergency response training, teaching students how to protect themselves in adverse situations.

The mock drills will involve the activation of hotline and radio communication links with the Indian Air Force (IAF), along with testing the functionality of both main and backup control rooms. Civil defence authorities have been conducting meetings to discuss citizen protection during potential air attacks, providing guidelines and protective measures. Staff have received training on managing public safety during emergencies and minimizing potential damage during sudden attacks, including instructions on crowd management during disasters.

Citizens have been advised to remain calm and follow local instructions during the drills. They are also encouraged to keep basic supplies ready, such as water, medicines, and flashlights. It is important to avoid sharing rumors or unverified news on social media and to listen to radio or government channels for official updates. Residents in participating districts have been urged to stock up on essentials and remain aware of safety protocols. The government has also emphasized blackout protocols designed to disrupt enemy aircraft and ensure safety. These include blackout procedures, vital installation camouflage, and evacuation plan updates.
