A fact-finding committee established by the Calcutta High Court has submitted a report highlighting the "inactivity and absence" of the police during the recent attacks in Murshidabad, West Bengal. The report, concerning the communal violence that occurred in Dhulian on April 11 and 12, 2025, alleges that local Trinamool Congress (TMC) leader Mehboob Alam directed the attacks.
The committee, comprising Joginder Singh, Registrar (Law) of the National Human Rights Commission; Satya Arnab Ghosal, Member Secretary of the West Bengal Legal Services Authority; and Saugata Chakraborty, Registrar of the West Bengal Judicial Service, was tasked with assessing the damage and rehabilitation needs of the victims displaced by the violence. Their report indicates significant administrative failures and points to targeted attacks on Hindu families.
According to the report, the "main attack" occurred after 2:30 pm on April 11 in Dhuliyan town. Allegedly, the attackers concealed their identities by covering their faces. The report also notes the looting of a garment mall in Dhuliyan. The committee documented that "as many as 113 houses were badly affected in the village of Betbona," forcing a majority of residents to seek shelter in Malda, from where they were allegedly forced to return by the police administration.
The report highlights the presence of a local TMC councilor, Mehboob Alam, who allegedly arrived with the miscreants on April 11. It further states that a Member of the Legislative Assembly (MLA) was also present and witnessed the vandalism but left the scene. The report emphasizes that the local police were "completely inactive and absent" during the attacks, which it alleges were directed by Alam.
The report also refers to the murder of Haragovinda Das, 74, and his son Chandan Das, 40. It states that the attackers broke down the main door of their house and took Chandan Das and Haragovinda Das. Temples were also reportedly destroyed during the violence.
The High Court division bench, comprising Justices Soumen Sen and Raja Basu Chowdhury, observed that the victims require “individualised and customised rehabilitation packages” and stressed the necessity of “appointing qualified valuation experts” for effective recovery and compensation. The court had previously received a report from the West Bengal government indicating widespread violence between April 8 and April 12, allegedly linked to protests over the Waqf (Amendment) Act, 2025.
Political reactions to the report have been sharp. The BJP has accused the TMC-led state government of failing to protect its citizens and targeting Hindus. BJP Rajya Sabha MP Sudhanshu Trivedi held a press conference in Delhi accusing the Trinamool of orchestrating riots. In response, the Trinamool Congress leadership has dismissed these accusations as propaganda. Trinamool leader Kunal Ghosh described the BJP's claims as provocative and politically motivated.
