Odisha Chief Minister Mohan Charan Majhi has presented his government's first-year report card, highlighting key achievements and outlining future goals. Marking the completion of one year in office on June 12, 2025, the report reflects significant strides in policy reforms, economic growth, and employment initiatives. Majhi emphasized his administration's commitment to transparent and corruption-free governance, echoing Prime Minister Narendra Modi's vision.
Among the key achievements, Majhi highlighted the fulfillment of major promises made in the BJP's election manifesto, the Sankalp Patra. In the first cabinet meeting itself, the government decided to launch the Subhadra Yojana, provide an additional ₹800 per quintal for paddy procurement, open all four gates of the Puri Jagannath Temple, and create a corpus fund of ₹500 crore for the temple's development.
A standout achievement has been the focus on cultural and religious restoration. Within the first 100 days, the government reopened all four gates of the Srimandir (Jagannath Temple) in Puri, ending years of restricted access, a move celebrated by devotees. The government also decided to unlock the Ratna Bhandar, the temple's treasury sealed for nearly four decades, to further preserve Odisha's cultural heritage.
In the agriculture sector, the government allocated a record ₹37,800 crore under the Samruddha Krushi Yojana, the largest agriculture budget in the state's history. This initiative aims to benefit lakhs of farmers across Odisha. Furthermore, nearly 17 lakh women have been empowered through targeted women-centric schemes, earning them the title of "Lakhpati Didis," contributing to the vision of self-reliant rural households. The Subhadra Yojana, under which over one crore women would receive ₹50,000 over five years, has also emerged as a cornerstone of the government’s social agenda.
The government has also focused on generating employment opportunities. While the BJP promised to fill 65,000 government vacancies in its first two years, approximately 28,000 government jobs have been filled in the past year. The government has also raised the upper age limit for government jobs to 42 years. Moreover, Odisha has secured investment proposals worth ₹17 lakh crore, with ₹13 lakh crore worth of MoUs already signed. The government aims to fill 1.5 lakh vacant positions over five years, with 40,000 more jobs to be allocated in the current fiscal year.
In education, the government has moved beyond superficial changes to introduce meaningful reforms, including the rollout of Shishu Vatika for early childhood education and plans to establish Godavarish Mishra Adarsh Vidyalayas in every panchayat. The New Education Policy (NEP) is also being implemented.
Looking ahead, the Odisha government has unveiled Mission 2036, a strategic plan aimed at transforming the state's infrastructure, economy, and employment sector in preparation for the 100th anniversary of Odisha's formation. The CM announced 36 new initiatives that will be formally introduced in the coming weeks. The government is also working towards Mission 2047, aligning with the centenary celebration of India's Independence, with emphasis on innovation, digital governance, green development, and economic leadership. The CM has expressed his aim to make Odisha one of the top five states in the country by 2036, with a $500 billion economy.
However, the Majhi government's claims of progress have been met with criticism from Biju Janata Dal (BJD) chief and Leader of Opposition, Naveen Patnaik. Patnaik has accused the government of focusing on publicity and speeches rather than real development, alleging that farmers, women, and youth are suffering under the BJP rule. He claimed that the health service system has collapsed, with people not receiving medicines or free treatment under the Ayushman Bharat scheme, and that women's empowerment has been weakened. Patnaik also criticized the government for stalled irrigation projects and rising borrowings, claiming that the state's economic growth has slowed down and poverty reduction has been hampered. He further alleged that the government is merely renaming schemes launched by the previous BJD government.
