In a dramatic turn of events, the Tamil Nadu police arrested Additional Director General of Police (ADGP) H.M. Jayaram on Monday, June 16, 2025, following an order from the Madras High Court. The arrest is related to the alleged involvement of the ADGP in the kidnapping of a minor boy.
The case emerged from an incident on May 10, 2025, in the Tiruvallur district. The kidnapping is reportedly linked to a love marriage where the woman's family disapproved of the union. According to reports, the family, along with some accomplices, were searching for the woman and her husband, but when they couldn't find them, they allegedly abducted the husband's younger brother.
Justice P. Velmurugan of the Madras High Court issued the directive during the hearing of an anticipatory bail application filed by K.V. Kuppam MLA Jagan Moorthy, who is also under suspicion in the same case. The court had summoned both the ADGP and the MLA to appear in person after submissions were made indicating that the ADGP's official vehicle was used in the abduction.
During the court proceedings, the government counsel presented evidence, including CCTV footage, suggesting that three individuals had abducted the boy and taken him to a hotel. It was also submitted that ADGP Jayaram had communicated with MLA Moorthy regarding the matter.
Justice Velmurugan questioned MLA Moorthy about his electoral success, emphasizing that his mandate was to serve the people and not to conduct "kangaroo courts." The judge also criticized the MLA for allegedly gathering a large number of supporters and obstructing the police investigation.
Regarding the ADGP, Justice Velmurugan stated that as a public servant, he is accountable to the public and that a strong message needed to be sent that no one is above the law. The court rejected the ADGP's plea for cooperation with the investigation without arrest, asserting that a bureaucrat cannot be equated with a people's representative. The judge also noted that two of the accused had confessed to the ADGP's involvement in the abduction.
Following the court's direction, ADGP Jayaram was taken into custody minutes after exiting the court premises. Meanwhile, the court has directed MLA Jagan Moorthy to cooperate with the investigation and has scheduled a further hearing on his anticipatory bail petition for June 26, 2025.
The arrest has sent shockwaves through the Tamil Nadu police force, highlighting the judiciary's commitment to upholding the law and ensuring accountability, regardless of rank or position.
