With just 11 days remaining until the deadline, the Election Commission of India (ECI) has reported significant progress in the Special Intensive Revision (SIR) of electoral rolls in Bihar. As of July 14, 2025, over 6.6 crore enumeration forms have been collected, representing 83.66% of the approximately 7.90 crore electors in the state.
The ECI has been actively overseeing the revision campaign to ensure that no eligible elector is left out. Booth Level Officers (BLOs) are conducting door-to-door visits to assist electors and collect filled enumeration forms. To further accelerate the process, municipal commissioners in urban areas, including Patna, have been appointed as Assistant District Election Officers for the first time.
Political parties are also actively participating in the campaign, with over 1.5 lakh booth-level agents deployed to assist voters. These agents can certify and submit up to 50 enumeration forms per day, contributing significantly to the progress of the revision process.
The ECI's Net application has played a crucial role in expediting the SIR process. Electors can use the platform to fill their enumeration forms online and search for their names in the 2003 electoral rolls. The application also streamlines the verification of electors' eligibility by officials. As of July 14, over 5.74 crore enumeration forms had been uploaded through ECINet.
While a significant portion of voters has already submitted their forms, 11.82% of electors are yet to do so. Many of these electors have requested additional time to submit their enumeration forms with the required documents. The ECI has set July 25 as the final deadline for submission and is urging all remaining voters to complete the process within the stipulated timeframe.
During the revision process, the ECI has identified certain discrepancies in the electoral rolls. It was found that 1.59% of electors were deceased, 2.2% had permanently shifted, and 0.73% were enrolled at more than one place. The ECI is taking necessary steps to rectify these issues and ensure the accuracy of the electoral rolls.
The special intensive revision of electoral rolls in Bihar is a comprehensive exercise aimed at updating and purifying the voter list ahead of upcoming elections. The high rate of enumeration form submission reflects the active participation of voters and the concerted efforts of the ECI and political parties. With the deadline fast approaching, the focus is now on reaching out to the remaining electors and ensuring that they have the opportunity to register.
