Odisha Government's Major Reshuffle: 49 IAS Officers Transferred in Significant Administrative Overhaul

The Odisha Government has announced a significant administrative reshuffle, transferring 49 IAS officers, including several District Collectors and key officials in various departments. The General Administration & Public Grievance (GA&PG) Department issued a notification on July 22, 2025, outlining the changes aimed at streamlining governance and enhancing efficiency across the state.

Key Departmental Shifts

Several senior IAS officers have been assigned new roles in critical departments:

  • Hemant Sharma (RR-1995) will retain his position in the Industries and IPICOL and take on the additional charge of ACS, Information & Public Relations department. Sanjay Kumar Singh's additional charge as Principal Secretary, I&PR is now terminated.
  • Sanjeeb Kumar Mishra (RR-1997) has been appointed as the Principal Secretary of the Finance Department while continuing as the Chairman of IDCO.
  • Bhaskar Jyoti Sarma (RR-1999) will lead the Excise Department and continue as CMD of OPTCL. The additional appointment of Guha Poonam Tapas Kumar, as commissioner-cum-secretary, excise department, stands terminated from the date Jyoti Sarma takes over.
  • D. Prasanth K. Reddy (RR-2009) assumes charge of MSME, relieving Sharma and Poonia of dual roles.

District Collector Movements

Sixteen of the thirty districts in Odisha will have new collectors. The reshuffle includes the following appointments:

  • Dr. Maheswar Swain, IAS, has been appointed as the Collector & DM of Nabarangpur.
  • Amrit Ruturaj, IAS, is now the Collector & DM of Khordha.
  • Dibya Jyoti Parida, IAS, has been moved to Puri from Ganjam.
  • Subhankar Mohapatra, IAS, has been transferred to Sundargarh.
  • Keerthi Vasan V, IAS, will take charge as the Collector of Ganjam.
  • Manoj Satyawan Mahajan, IAS, is appointed as the Collector of Koraput.
  • Ashish Ishwar Patil, IAS, is appointed as Collector & District Magistrate, Dhenkanal.
  • Somesh Kumar Upadhyay, IAS, is the new Collector & DM of Malkangiri.
  • Kulkarni Ashutosh C, IAS, now leads Rayagada.

Other districts getting new collectors are Jajpur, Sonepur, Boudh, Jharsuguda, Gajapati and Kandhamal.

Other Strategic Appointments

Several other significant appointments have been made:

  • Roopa Roshan Sahoo (RR-2006) has been appointed as Secretary to the Hon'ble Governor.
  • Chanchal Rana (RR-2014) steps in as the Commissioner of the Bhubaneswar Municipal Corporation (BMC).
  • Sachin Ramchandra Jadhav has been reassigned to Youth Services.
  • Bhupendra Singh Poonia is reassigned to Technical Education.
  • Sangram K. Mohapatra (SCS-2012) has been appointed as RDC Southern Division.
  • Rehan Khatri, IAS, Sub-Collector, Titilagarh is appointed as Commissioner, Sambalpur Municipal Corporation.
  • Rina Pradhan, IAS, Sub-Collector, Baliguda is appointed as Chief Executive officer, DMF, Keonjhar.

The reshuffle involves officers taking on critical roles in departments such as Finance, Excise, Industries, and Sports & Youth Services, alongside appointments as Collectors and District Magistrates in several districts. The changes reflect the government's commitment to improving governance and public service delivery across Odisha.
