The Indian Parliament's Monsoon Session 2025 is underway, marked by heated debates and significant political developments. The session, which commenced on July 21 and is scheduled to continue until August 21, includes 21 sittings across 32 days, with a break for Independence Day celebrations between August 12 and August 18. Both the Lok Sabha and Rajya Sabha convene daily from 11 a.m. at the Parliament House in New Delhi.
Day 2 of the session was particularly eventful, dominated by the unexpected resignation of Rajya Sabha Chairman and Vice President Jagdeep Dhankhar. Dhankhar cited medical advice as the reason for his departure, a claim met with skepticism from some opposition leaders. West Bengal Chief Minister Mamata Banerjee, for instance, expressed doubt, noting Dhankhar's apparent good health. Congress MP Jairam Ramesh suggested "far deeper reasons" behind the resignation.
Adding to the intrigue, Dhankhar's resignation followed his decision to allow a motion for the removal of Justice Yashwant Varma of the Allahabad High Court, who was under investigation after the discovery of a large sum of cash at his residence. Some sources suggest that Dhankhar's move to initiate impeachment proceedings against Justice Varma may have caught the government by surprise, potentially contributing to his resignation.
The resignation row intensified with allegations that key ministers, including BJP chief JP Nadda and Parliamentary Affairs Minister Kiren Rijiju, were deliberately absent from a crucial Business Advisory Committee (BAC) meeting chaired by Dhankhar. Congress leaders claimed that Dhankhar was upset by this perceived snub, further fueling speculation about the circumstances surrounding his departure.
The Monsoon Session has also been marked by uproar and adjournments, primarily due to opposition demands for discussions on critical issues such as the Pahalgam terror attack and Operation Sindoor, India's military retaliation. The Congress and other INDIA bloc parties have been persistent in their efforts to corner the government on these matters.
Another significant point of contention is the Special Intensive Revision (SIR) of electoral rolls in Bihar. Opposition MPs have raised concerns about potential irregularities and the disenfranchisement of marginalized communities. AAP Rajya Sabha MP Sanjay Singh has given a Suspension of Business notice, demanding a discussion on the Bihar electoral lists.
Despite the disruptions, parliamentary business continues, with key legislative items on the agenda. The Rajya Sabha has already passed The Bills of Lading Bill, 2025, aimed at simplifying the legal framework for shipping documents. The Select Committee report on the new Income-Tax Bill, 2025, which seeks to simplify the language and structure of the Income Tax Act 1961, is also expected to be presented. The government has expressed its willingness to discuss issues of national importance, but maintaining order in the House remains a challenge amid the ongoing political turmoil.
