The Lok Sabha has been repeatedly adjourned due to persistent protests by the Opposition regarding the Special Intensive Revision (SIR) of electoral rolls in Bihar. Opposition leaders have written to the Speaker of the Lok Sabha, requesting an urgent discussion on the matter, citing concerns about transparency and the timing of the revision.
The protests have disrupted parliamentary proceedings daily during the ongoing Monsoon session. On August 1, 2025, both the Lok Sabha and Rajya Sabha were adjourned shortly after convening due to the uproar. Opposition members have submitted multiple notices demanding a discussion on the Bihar electoral roll revision in both houses of Parliament. These include notices for adjournment motions in the Lok Sabha and notices under Rule 267 in the Rajya Sabha, which pertains to the suspension of a specific rule to allow for a motion on a particular matter.
The Opposition's primary concern revolves around the Special Intensive Revision (SIR) exercise conducted by the Election Commission in Bihar. They allege that the exercise requires citizens to provide proof of citizenship, which they argue is unconstitutional. They also claim that the Election Commission's actions may infringe upon the rights of Parliament, as Article 11 empowers Parliament to regulate citizenship laws.
Several prominent members of the opposition have voiced strong concerns. Congress MP Manickam Tagore submitted an Adjournment Motion notice in the Lok Sabha, denouncing the deletion of 65 lakh voters in Bihar as "state-sponsored voter suppression" targeting marginalized communities. Rahul Gandhi and Priyanka Gandhi Vadra met with Lok Sabha Speaker Om Birla to raise the issue, with Rahul Gandhi warning that anyone in the Election Commission involved in the SIR exercise would be held accountable. DMK MP Tiruchi Siva also gave a Suspension of Business Notice in the Rajya Sabha to discuss the matter.
Amid the disruptions, several items on the agenda have been affected. On August 1, 2025, the Minister of Ports, Shipping and Waterways was scheduled to move The Indian Ports Bill, 2025 in the Lok Sabha. The Bill aims to consolidate port-related laws, promote integrated port development, facilitate ease of doing business, and ensure optimal utilization of India's coastline.
The repeated adjournments and protests highlight the deep divisions andcontentious atmosphere in Parliament. The Opposition remains firm in its demand for a thorough discussion on the SIR exercise in Bihar, while the government has yet to address their concerns adequately. The situation remains fluid, with further disruptions likely as the Monsoon session continues.
