Gujarat is set to become a global powerhouse in electronics manufacturing with the launch of its new Electronics Component Manufacturing Policy-2025 (GECMS-2025). Chief Minister Bhupendra Patel unveiled the policy with the ambitious goal of attracting over Rs 35,000 crore in investments and creating significant high-skilled employment opportunities within the state's electronics sector. This initiative is strategically aligned with the central government's Electronics Components and Semiconductors (ECMS) scheme, aiming to reduce India's import dependency and enhance its position in the global electronics value chain.
A key highlight of the GECMS-2025 is the provision of 100 percent top-up incentives for projects approved by the Ministry of Electronics and Information Technology (MeitY). This dual benefit, drawing from both central and state resources, makes Gujarat an even more attractive destination for electronics manufacturers. The policy ensures that once a project receives approval and funding from MeitY, Gujarat will disburse its matching assistance within 30 working days, streamlining the process and providing timely support to investors.
The policy targets specific, high-impact sectors within the electronics component manufacturing landscape. These include multi-layer and HDI printed circuit boards (PCBs), lithium-ion battery cells, surface mount devices (SMDs), camera and display modules, passive electronic components, and specialized machinery. By focusing on these upstream manufacturing areas, Gujarat aims to build a robust ecosystem that reduces reliance on imports and promotes value addition and exports. With four semiconductor fabrication units already in the state, GECMS-2025 is designed to further strengthen Gujarat's role in India's rapidly evolving tech-driven economy.
Recognizing the importance of innovation and research, the policy includes robust R&D support. Gujarat-based institutions can receive grants of up to Rs 12.5 crore to establish Centres of Excellence, Applied Research Labs, and Finishing Schools. This investment in talent development and cutting-edge research will help bridge the talent gap, foster innovation, and drive long-term growth in the electronics sector.
The Gujarat State Electronics Mission will oversee the implementation of the GECMS-2025, ensuring its alignment with the central government's electronics component manufacturing scheme and its timeframe. Projects currently under development or proposed in Gujarat are eligible for incentives under the new policy, with applications to be submitted by July 31. However, units already benefiting from the 2022-28 Gujarat Electronics Policy are excluded from receiving incentives under GECMS-2025, ensuring a focused approach to attracting new investments and promoting growth in the electronics component manufacturing sector. The policy is a strategic move to integrate Gujarat into the global electronics supply chain, reduce India's dependence on imported components, and promote value addition and exports.
