Prime Minister Narendra Modi is set to inaugurate Kartavya Bhavan on August 6, 2025, a new building designed to house several key central government ministries and departments in New Delhi. The inauguration, scheduled for 12:15 PM, will be followed by a public address at 6:30 PM. Kartavya Bhavan is located at Kartavya Path and is part of the Central Vista redevelopment project.
Kartavya Bhavan aims to improve efficiency, innovation, and collaboration by bringing together ministries and departments currently scattered across Delhi. The building will house the offices of the Ministries of Home Affairs, External Affairs, Rural Development, MSME (Micro, Small and Medium Enterprises), Department of Personnel & Training (DoPT), and Petroleum & Natural Gas, as well as the Principal Scientific Adviser (PSA). These ministries are currently operating from buildings constructed between the 1950s and 1970s, such as Shastri Bhawan, Krishi Bhawan, Udyog Bhawan and Nirman Bhawan, which have become structurally outdated and inefficient.
Kartavya Bhavan 3 is a state-of-the-art office complex spanning approximately 1.5 lakh square meters across two basements and seven levels. The building is designed to meet a Green Rating for Integrated Habitat Assessment-4 (GRIHA-4) sustainability rating. It incorporates several eco-friendly features, including double-glazed facades, rooftop solar panels, solar water heating, rainwater harvesting, and advanced heating, ventilation, and air conditioning (HVAC) systems. The solar panels are expected to generate over 5.34 lakh units of electricity every year. Special glass windows will keep the building cool and reduce outside noise. LED lights with motion sensors, smart lifts and an advanced energy management system will optimize power usage.
Kartavya Bhavan is designed as a zero-discharge campus. It will treat and reuse wastewater, manage solid waste in-house and provide e-vehicle charging stations. The building utilizes recycled construction and demolition waste and lightweight partitions to minimize environmental impact.
The facility features IT-ready workspaces, ID-based access control, integrated electronic surveillance, and a centralized command system for security. The new building is expected to reduce commute times between ministries and ensure better inter-departmental coordination.
Kartavya Bhavan is the first of 10 Common Central Secretariat buildings that aim to streamline administrative processes and enable agile governance. The project embodies the government's broader administrative reform agenda. The government estimates savings of nearly ₹1,000 crore by assembling all departments in one place.
The Central Vista Redevelopment Project, of which Kartavya Bhavan is a part, aims to transform the central administrative district of New Delhi. The project includes the newly constructed Parliament building, the revamped Kartavya Path, and the ongoing construction of a unified Central Secretariat. The redevelopment was first approved by the Union Cabinet in September 2019 with the objective of providing better infrastructure, greater efficiency and improved working conditions for government employees. The project is estimated to cost around ₹20,000 crore.
The name 'Kartavya Bhavan' (Duty Building) reflects the government's emphasis on citizen-centric governance and accountability. The renaming of the erstwhile Rajpath to Kartavya Path in 2022 was also part of this shift.
