India's Stance on Indus Waters: Ex-Diplomat Dogra Responds to Pakistani General Munir's Criticism.

Pakistan's Army Chief, Field Marshal Asim Munir, has sparked controversy with recent statements made during an event in Tampa, Florida, USA. Munir's remarks, addressing the Pakistani diaspora, touched upon the Indus Waters Treaty, nuclear capabilities, and potential conflict with India.

Munir's most provocative statement involved a nuclear threat against India, asserting that if Pakistan faced an existential threat, it would "take half the world down with it". He also criticized India's stance on the Indus Waters Treaty, which was suspended following a terror attack in April. Munir warned that this suspension could endanger 250 million people and threatened to destroy any dams India constructs on the Indus River, boasting Pakistan's missile capabilities. According to reports, Munir stated that Pakistan would wait for India to build a dam and then "destroy it with 10 missiles," further adding, "The Indus River is not the Indians' family property. We have no shortage of missiles, Praise be to God".

These comments have drawn sharp reactions, including from former Indian diplomat Rajiv Dogra. Dogra retorted to Munir's "family property" remark, stating that the "Water of the Indus River is India's family property only… America and China consider their rivers as their family property".

The Indus Waters Treaty, signed in 1960, is a water-sharing agreement between India and Pakistan, brokered by the World Bank. It allocates the waters of the Indus River and its tributaries between the two countries. While the treaty has been largely successful in preventing water disputes from escalating into conflict, tensions have arisen over its interpretation and implementation. India controls the three eastern rivers (Beas, Ravi, and Sutlej), while Pakistan controls the three western rivers (Indus, Chenab, and Jhelum).

Munir's statements come at a time of heightened tensions between India and Pakistan. His remarks regarding the Indus Waters Treaty and the threat to destroy Indian infrastructure have been interpreted as aggressive and irresponsible. The threat of nuclear retaliation further exacerbates the already fraught relationship between the two nations.

The international community has yet to formally respond to Munir's statements. However, such rhetoric raises concerns about regional stability and the potential for miscalculation. Analysts note that Munir's comments may be aimed at a domestic audience, seeking to bolster his image and rally support for the Pakistani military.

The Indus Waters Treaty has been called the "most generous water-sharing agreement" ever signed by an upper riparian country, reserving over 80% of the water annually for Pakistan. Despite this, Pakistan has frequently accused India of violating the treaty's provisions. India, on the other hand, maintains that its projects on the Indus River are within the treaty's framework.

The episode underscores the fragility of the relationship between India and Pakistan and the importance of continued dialogue and diplomacy to address outstanding issues. Munir's statements, however, risk undermining these efforts and further escalating tensions in the region.
