Prime Minister Narendra Modi is visiting Manipur on September 13, 2025, marking his first visit to the state since ethnic violence erupted in May 2023. The visit comes after more than two years of intermittent violence between the Meitei and Kuki communities. During his visit, Modi will inaugurate development projects and meet with internally displaced persons (IDPs) in Churachandpur and Imphal.
The Prime Minister's visit aims to foster peace, normalcy, and growth in the northeastern state. Manipur's Chief Secretary, Puneet Kumar Goel, stated that the visit would pave the way for peace and escalated growth in the state. Modi is expected to lay the foundation stone for multiple development projects worth over ₹7,300 crore in Churachandpur. These projects include urban roads, highways, and the Manipur Infotech Development (MIND) project. He will also inaugurate projects worth ₹1,200 crore in Imphal, including the new Civil Secretariat, IT SEZ building, and police headquarters.
The ethnic violence in Manipur, triggered by a high court order regarding the Meitei community's status, has resulted in over 260 deaths and displaced more than 60,000 people. The clashes began in May 2023 during a tribal solidarity march and have continued to plague the state. The violence has intensified, affecting both hill and valley districts, with numerous houses and religious structures vandalized.
Modi's itinerary includes a visit to Churachandpur, where he will meet with IDPs and address a public gathering at Peace Ground. He will then proceed to Kangla in Imphal to meet another group of IDPs and inaugurate development projects. The projects aim to improve infrastructure, healthcare, education, and connectivity in the region.
In anticipation of the Prime Minister's visit, security has been heightened across Manipur. While some express enthusiasm and hope for peace, others remain skeptical. The Kuki Students’ Organisation (KSO) Sadar Hills has called for a shutdown in Kangpokpi district, observing it as a "Black Day" in solidarity with bereaved families. A conglomerate of proscribed Meitei outfits, CorCom, has also declared a statewide shutdown to protest the Centre's involvement.
Despite the challenges, the government hopes that Modi's visit will contribute to restoring peace and normalcy in Manipur. The development projects being launched are intended to fuel economic activities and provide much-needed relief to the affected population. The Prime Minister's presence in the region is viewed as a message that normalcy is returning and that the central government is committed to the state's development.
