The monsoon season in Himachal Pradesh has brought immense devastation, with the death toll climbing to 448 as of September 21, 2025. According to the State Disaster Management Authority (SDMA), 261 of these deaths were due to rain-related incidents, including landslides, flash floods, cloudbursts, drowning, lightning, and electrocution. The remaining 187 fatalities resulted from road accidents.

The SDMA's report highlights the extensive damage to infrastructure, agriculture, horticulture, and private property, estimating total losses at over ₹4,84,179 lakh (₹4,841.79 crore). Among the rain-related fatalities, 53 were caused by landslides, 41 by drowning, 18 by cloudbursts and 20 due to electrocution. Additionally, 47 deaths were attributed to other incidents like house collapses and falls from steep slopes.

The districts of Mandi and Chamba have been particularly hard-hit, each reporting over 40 rain-linked deaths. The state's hilly terrain has also contributed to numerous road accident fatalities, with 24 deaths each in Chamba and Mandi, 25 each in Shimla and Solan and 22 in Kangra. Even Kinnaur, with its smaller population, recorded 15 accident-related deaths.

The monsoon has displaced thousands of families and caused widespread destruction of property. According to the SDMA, 663 houses have been completely destroyed, 1,046 partially damaged and 2,340 cowsheds have been destroyed. Over 29,000 animals, including more than 26,000 poultry birds, have perished. Critical public utilities have also suffered extensive damage.

As of September 20, 394 roads, including two national highways (NH-03 and NH-503A), remained blocked. Additionally, 73 distribution transformers (DTRs) were disrupted, causing power outages, and 174 water supply schemes were non-functional, severely impacting water supply in rural and urban areas. Kullu, Mandi and Kangra districts have been the most affected in terms of road blockages. Mandi has also experienced the most acute power disruptions and water supply issues.

The state government is working to restore road connectivity, electricity and water supply. Taking lessons from the widespread destruction, the Himachal Pradesh government plans to extend strict building construction norms to rural areas.
