Cuttack's Baliyatra grounds will be a "No Drone Zone" from November 1st to 15th, 2025, in anticipation of the massive Baliyatra festival. This declaration, issued by the Cuttack District Administration, aims to ensure public safety and prevent potential security breaches during the two-week-long cultural and commercial event.
The order, signed by Collector and District Magistrate Dattatraya Bhausaheb Shinde, prohibits the flying of drones, Unmanned Aerial Vehicles (UAVs), para-gliders, para-motors, power hang gliders, micro light aircraft, and hot air balloons within a 5-kilometer radius of both the Lower and Upper Baliyatra grounds. This restriction is implemented under Section 14(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS) Act, 2023, read with Section 163, to safeguard the millions of visitors expected to attend the fair.
Bali Yatra, which translates to "Voyage to Bali," is one of Asia's largest open-air trade fairs. It commemorates the ancient maritime trade routes between Odisha and Southeast Asian regions like Bali, Java, Sumatra, and Sri Lanka. The festival is a vibrant showcase of Odisha's cultural heritage, featuring traditional crafts, cuisine, and cultural performances.
The 2025 Bali Yatra is scheduled to take place from November 5th to November 12th. The fair will be held across 60 acres of the Lower and Upper Baliyatra grounds along the Mahanadi River. Organizers are anticipating a large turnout of visitors from across the state and beyond.
The "No Drone Zone" designation is a proactive measure to prevent aerial threats, accidents, or any untoward incidents, especially given the large crowds and the presence of VVIPs and VIPs. The administration has warned that any violation of the order will result in the seizure of the prohibited items. Prior permission from the District Collector's office is required for any approved use of aerial devices.
