Officer's Widow Accuses Haryana Top Cop of Abetment in Husband's Suicide, Files Formal Complaint.

Chandigarh: The wife of a Haryana IPS officer who recently died by suicide has filed a formal police complaint alleging abetment against the state's Director General of Police (DGP) and a senior Superintendent of Police (SP). Amneet P. Kumar, an IAS officer, has accused DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarniya of subjecting her husband, Y. Puran Kumar, to sustained professional harassment, caste-based discrimination, and personal humiliation, ultimately driving him to take his own life.

Y. Puran Kumar, Additional Director General of Police (ADGP), allegedly shot himself with his service revolver at his residence in Sector 11, Chandigarh, on October 7, 2025. A suicide note and a will were recovered from the scene, revealing his dissatisfaction with job-related issues and accusations of "mental harassment" by senior officers.

In her complaint, filed at the Sector 11 Police Station in Chandigarh, Amneet Kumar invoked Section 108 of the Bharatiya Nyaya Sanhita (BNS), 2023, which pertains to abetment to suicide, and provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. She is demanding the immediate registration of a First Information Report (FIR) and the arrest of the accused officers.

Amneet Kumar stated that she was filing the complaint as both a "grieving wife and a responsible public servant". She alleges that the actions of the DGP and SP directly contributed to her husband's death due to prolonged mental torture and caste-based humiliation. The complaint further alleges a "well-planned conspiracy" involving a false case filed against Puran Kumar in Rohtak at the behest of DGP Kapoor.

According to reports, the recovered suicide note, spanning nine pages, names several senior officers, including DGP Shatrujeet Singh Kapur, and details instances of alleged harassment. Puran Kumar, who was from the SC/ST community, also alleged that he was abused and publicly humiliated based on his caste. He cited an instance where DGP Kapur allegedly objected to Kumar receiving the same financial benefits that he had received, leading to substantial financial loss for Kumar. The note reportedly contains accusations against 30-35 IPS officers and some IAS officers, alleging discrimination and harassment related to casteism and postings.

The postmortem examination has been postponed until the deceased officer's daughter returns from America. Amneet Kumar has stated her intention to take action against all individuals named in the suicide note. The Chandigarh Police is currently investigating the case, which involves serious allegations of harassment, discrimination, and conspiracy within the police administration.
