Patna, October 31, 2025 - The National Democratic Alliance (NDA) has released its manifesto for the upcoming Bihar Assembly Elections 2025, outlining a vision for a self-reliant and developed Bihar. The manifesto promises a range of initiatives aimed at the youth, Extremely Backward Classes (EBCs), women, and farmers of the state.
The NDA's "Sankalp Patra" expresses a firm commitment to fulfilling the aspirations of every citizen in Bihar. Key promises include generating one crore jobs and employment opportunities for the youth of Bihar. To support this, the manifesto proposes upgrading Mega Skill Centres in every district into Global Skilling Centres. The alliance also aims to attract investments worth Rs 50 lakh crore to boost industrial growth in the state.
The manifesto focuses on infrastructure development, with commitments to construct seven expressways across Bihar and introduce metro rail services in four additional cities besides Patna. Additionally, the NDA plans to establish ten new industrial parks and a world-class medicity, along with a medical college in each district. The manifesto also proposes establishing seven international airports in the state.
Recognizing the importance of agriculture, the NDA has pledged to increase the financial assistance under the PM Kisan Samman Nidhi from Rs 6,000 to Rs 9,000 annually and enhance aid for fishermen from Rs 4,500 to Rs 9,000 annually. It also promises to ensure a minimum support price for all crops and double agricultural exports under the "Made in Bihar" initiative, with focused efforts to promote agri-based industries. The manifesto promises ₹3,000 per year to farmers through the Karpoori Thakur Kishan Samman Nidhi.
The NDA aims to empower women by fostering “millionaire women entrepreneurs” through targeted financial and skill-based initiatives. The "Women Employment Scheme" will be launched to provide women with assistance of up to ₹2 lakh for prosperity and self-reliance, with the goal of creating one crore "Lakhpati Didis". The alliance will also focus on creating "Mission Crorepati" for women entrepreneurs.
Other key promises in the manifesto include providing free ration, free treatment worth Rs 5 lakh, and 50 lakh more pucca houses for the poor. The NDA also promises free quality education from KG to PG and ₹2000 aid per month for SC students pursuing higher education.
The manifesto was released at a press conference attended by Bihar Chief Minister Nitish Kumar, Deputy CM Samrat Choudhary, BJP president JP Nadda, Union ministers Dharmendra Pradhan, Jitan Ram Manjhi, Chirag Paswan, and leaders of alliance partners. BJP's Bihar chief Dilip Jaiswal described the manifesto as “the guarantee of Prime Minister Narendra Modi and the trust of Bihar CM Nitish Kumar,”.
