India and Venezuela consider collaborating on digital infrastructure and artificial intelligence, says Ministry of External Affairs.

India and Venezuela are exploring potential collaborations in Digital Public Infrastructure (DPI) and Artificial Intelligence (AI), with a focus on leveraging these technologies for transformative applications across various sectors. Discussions between the two nations have highlighted the potential of DPI and AI to revolutionize payments, citizen services, agriculture, health, and education.

P Kumaran, Secretary (East) of the Ministry of External Affairs (MEA), met with Raul Hernandez, Venezuela's Vice-Minister for Development of Information and Communications Technology, to discuss these areas of cooperation. The MEA emphasized the cordial relations between India and Venezuela, noting their shared perspectives on major international, political, and economic issues. Both countries actively promote bilateral relations and collaborate in multilateral forums.

India and Venezuela marked the 64th anniversary of establishing diplomatic relations in 2023. For over four decades, both countries have maintained resident embassies in Caracas and New Delhi. Venezuela has also become one of India's largest oil suppliers.

In February 2025, the Ministry of Electronics and Information Technology of India and the Venezuelan Ministry of Science and Technology signed a Memorandum of Understanding (MoU) on Cooperation in Sharing Successful Digital Solutions Implemented at Population Scale for Digital Transformation.

Digital Public Infrastructure (DPI) has the potential to revolutionize various sectors, as demonstrated by India's success in implementing DPI solutions to solve societal challenges. DPI can enable the use of data for development, create new jobs, and deliver better health and education outcomes. DPI's core features help innovation thrive and attract investments for startups in sectors such as fintech and e-commerce.

India's experience with DPI has shown that it can solve societal challenges, especially for those at the bottom of the pyramid. The country's identity project is one example of how DPI can transform society. Political leadership is essential for driving DPI implementation at a large scale, as India has demonstrated. The country's startup movement is built on top of the digital public infrastructure that India has established.

India's main exports to Venezuela include mineral fuels and oils, products of their distillation, bituminous substances, pharmaceutical products, cotton, nuclear reactors, boilers, and machinery. Both countries have expressed interest in expanding their strategic partnership beyond the energy sector, particularly in trade, pharmaceuticals, technology, and education. Venezuela has sought to deepen collaboration with India as part of its broader foreign policy of forging alliances with emerging global powers. India views Venezuela as a valuable partner in promoting a multipolar world order and enhancing its global south diplomacy.

Venezuela's Executive Vice President, Delcy Rodríguez, met with the Indian ambassador to Venezuela, P.K. Ashok Babu, to strengthen relations and cooperation between the two nations. They reviewed the binational cooperation map in areas such as energy, science and technology, finance, transport, and ecology. Venezuela and India are moving forward together in sustainable development, under the principles of mutual respect and complementarity.
