The Anti-Corruption Branch (ACB) of the Delhi government has summoned former Aam Aadmi Party (AAP) ministers Manish Sisodia and Satyendar Jain in connection with an alleged ₹2,000-crore scam involving the construction of classrooms in Delhi government schools. The summonses were issued on Tuesday, April 30, 2025, with Jain scheduled to appear on June 6 and Sisodia on June 9.
The case pertains to alleged irregularities in the construction of 12,748 classrooms or semi-permanent structures during the AAP's previous tenure in Delhi. An FIR was registered against the two leaders on April 30, invoking the Prevention of Corruption Act, along with IPC sections related to criminal breach of trust by a public servant and criminal conspiracy.
According to ACB officials, the project, which involved constructing semi-permanent structures with an estimated lifespan of 30 years, was allegedly billed at rates equivalent to RCC (Reinforced Cement Concrete) classrooms, which have a lifespan of 75 years. The ACB also alleges that the project was awarded to contractors with links to the AAP, and significant deviations and cost escalations were observed, with no work completed within the stipulated time. The cost of construction reportedly rose from ₹1,200 per sqft to around ₹2,292 per sqft.
A prior report by the Central Vigilance Commission (CVC) in 2020 had already highlighted violations of government financial rules, CPWD manuals, and tendering processes. The ACB chief, Joint Commissioner Madhur Verma, stated that the CVC report was kept "under the carpet" for around three years and that the case was registered after obtaining permission under Section 17-A of the Prevention of Corruption Act.
In response to the summonses, the AAP issued a statement dismissing the allegations as a politically motivated ploy by the Bharatiya Janata Party (BJP). The party alleged that the BJP is using institutions to target AAP leaders and create a false narrative. They further claimed that when the AAP held power in Delhi, the BJP systematically weakened the ACB to strip it of any real authority, and now they are using the same weakened institution as a tool to target AAP leaders and further their own agenda.
BJP leaders had previously filed a complaint in 2019 alleging financial irregularities in the classroom construction project, claiming that the construction cost per room was exponentially higher than similar constructions in Delhi. The ACB is currently conducting a thorough investigation to determine the extent of the conspiracy and the culpability of the accused ministers, government officials, and contractors. Sources within the ACB have indicated that arrests may be made at the earliest.
