J&K CM Urges Faster Forest Clearances to Expedite Critical Border Road Construction Projects.

Recent developments highlight the focus on accelerating infrastructure projects in the strategically important region of Jammu and Kashmir (J&K). Chief Minister Omar Abdullah has been actively involved in reviewing the progress of key national highway and tunnel projects, emphasizing the need for time-bound clearances, particularly regarding forest land, to ensure these projects stay on track.

The urgency to expedite forest clearances stems from the critical role these road projects play in bolstering border infrastructure and improving connectivity in remote areas. These projects are not merely developmental; they hold significant strategic importance, facilitating smoother movement for both civilians and defense personnel, especially in areas prone to weather-induced isolation. Improving connectivity enhances the operational readiness of security forces and ensures year-round access to far-flung regions.

Several major highway corridors and tunnel projects are currently underway in J&K. These include strategically important routes like National Highway 44 (Jammu–Srinagar), NH-144A (Jammu–Rajouri–Poonch), and the Delhi–Amritsar–Katra Expressway (NE-5). In addition, key tunnel projects such as the Zoji La Tunnel, Z-Morh Tunnel, and Panthal–Magarkote Tunnel are also being closely monitored. These projects, many in advanced stages of construction, are vital arteries for J&K's future economic development.

Delays caused by land acquisition, forest clearances, and utility shifting have been a recurring concern. CM Abdullah has directed concerned departments to streamline these processes, calling for enhanced inter-departmental synergy, especially between executing agencies and district administrations. He has also stressed the importance of fair rehabilitation measures for those affected by public displacement and property acquisition, ensuring substantial reassurance through timely and equitable compensation.

The Border Roads Organisation (BRO) is a key player in the execution of these strategic road projects. The Chief Secretary of J&K, Atal Dulloo, recently met with the Director General of BRO, Lt Gen Raghu Srinivasan, to review project progress. Lt Gen Srinivasan highlighted the challenges faced by BRO, particularly concerning land acquisition and forest clearances. The Chief Secretary assured full support from the J&K administration to resolve these issues promptly, directing concerned departments to streamline clearance processes and coordinate closely with BRO authorities to remove any bottlenecks.

CM Abdullah has emphasized that the timely and quality execution of these projects must remain a top priority. The central government is also closely monitoring the progress of these corridors, underscoring the need for seriousness and coordination among all stakeholders. Achieving zero-mile connectivity and ensuring smooth movement in frontier areas are critical goals.

In addition to strategic considerations, these infrastructure projects are also expected to boost tourism and economic activity in the region. For instance, the development of Bungus Valley in Kupwara district as an offbeat tourism destination is underway, with plans to provide basic recreational facilities while preserving the ecological balance.
