The Election Commission of India (ECI) has recently introduced a new Standard Operating Procedure (SOP) to significantly expedite the delivery of Voter ID cards, also known as Electors Photo Identity Cards (EPICs). This initiative promises that new voters and those updating their information will receive their cards within just 15 days of any changes to the electoral rolls. This is a considerable improvement over the previous system, which often took over a month for EPICs to reach voters.

The primary goal of this revamped system is to enhance convenience, improve efficiency in service delivery, and provide real-time tracking of EPICs throughout the delivery process. The ECI aims to modernize electoral services and increase voter satisfaction, particularly with upcoming elections on the horizon.

Under the new SOP, the process will be transparent. Voters will receive SMS notifications at each stage, from when the Electoral Registration Officer (ERO) generates the EPIC to when the Department of Posts (DoP) delivers it. This real-time tracking system ensures that voters are kept informed about the status of their cards, fostering greater transparency and accountability in the distribution process.

The ECI has launched a dedicated IT module on its ECINet platform to facilitate this streamlined process. This new platform replaces the existing system by re-engineering the current workflow and integrating it with the DoP's Application Programme Interface (API). This integration is crucial for ensuring seamless and secure delivery of EPICs.

Applying for a Voter ID card and tracking its status has also been made easier. Applications can be submitted online through the official National Voters' Services Portal or the ECINet portal, minimizing the need for extensive documentation. Applicants can track their Voter ID status by visiting the NVSP portal, logging in, and entering their reference number (received after submitting Form 6 or Form 6A).

This initiative reflects the ECI's commitment to providing prompt and efficient electoral services. In the past four months, the Commission has implemented several reforms aimed at benefiting electors and streamlining administrative processes. This fast-track delivery system for Voter ID cards is a significant step in that direction, ensuring that eligible voters have timely access to their essential identity documents.

The advantages of the new 15-day delivery system are manifold. It offers speed, reducing the delivery time from over 30 days to just 15. It ensures transparency through real-time monitoring and SMS updates. It provides convenience with online application, tracking, and digital download facilities. Finally, it guarantees security through integration with the DoP and secure IT systems.
