The monsoon season has brought significant devastation to Himachal Pradesh, resulting in a tragic loss of life and extensive property damage. According to the State Emergency Operations Centre (SEOC), 34 lives have been lost, and the cumulative damage is estimated to be Rs 7,119.27 lakh as of June 28, 2025.
Between June 20 and June 28, 2025, rain-related incidents have caused injuries to 74 people, and 136 animal deaths have been reported. The disaster management authority reports that 38 houses have been completely destroyed, and 136 have been partially damaged. Public infrastructure, including roads, water supply, and power lines, has suffered damages amounting to Rs 3,856.56 lakh, while private property losses, including homes and livestock shelters, are estimated at Rs 3,076.03 lakh.
Kangra district has been hit the hardest, reporting 12 deaths due to flash floods, landslides, and electrocution. Other districts, including Chamba, Bilaspur, Una, Kullu, Mandi, and Shimla, have also reported casualties. Una and Solan districts have experienced the most severe property losses for private structures, while Kullu has faced significant destruction of agricultural land and power infrastructure.
Flash floods have been the primary cause of fatalities, accounting for seven deaths, followed by drowning, electrocution, and other accidental causes. Fortunately, no deaths have been reported due to cloudbursts, lightning, or fire so far this season.
The SEOC has highlighted the extensive damage to infrastructure under the jurisdiction of the Public Works Department, Jal Shakti Vibhag, and power sectors.
In response to the crisis, the Himachal Pradesh government has mobilized emergency services and is expediting restoration and relief efforts. Residents are urged to exercise caution in vulnerable areas as the monsoon season continues.
The Himachal Pradesh cabinet has decided to establish Disaster Management Units in all 3,645 village panchayats to provide immediate relief. State Revenue and Horticulture Minister Jagat Singh Negi announced that these units would be responsible for rescue operations during natural disasters. The cabinet has also approved a Rs 500 monthly increase in the honorarium for multi-task workers in the Public Works Department.
The cabinet approved shifting the Himachal Pradesh Tourism Development Corporation's (HPTDC) state headquarters to Dharamshala. However, outsourced employees will continue working from Shimla. Additionally, the cabinet approved filling 101 posts in the new Dehra police district and the recruitment of 500 'Pashu Mitras' (Animal Friends), who will receive a monthly honorarium of Rs 5,000.
The Meteorological Department had issued an orange alert for heavy rain on June 25, followed by a yellow alert for June 26 and 27.
