Mona Bugalia, also known as Mooli Devi and Monica, has been arrested in Sikar, Rajasthan, after impersonating a sub-inspector (SI) and undergoing training at the Rajasthan Police Academy (RPA) in Jaipur for nearly two years. The incident came to light after a trainee SI filed a complaint accusing Mooli of threatening him via WhatsApp while impersonating an SI.
The case was initially registered on September 23, 2023, by the Shastri Nagar police station. The First Information Report (FIR) stated that she had posed as an SI and stayed at the RPA for training purposes. She absconded when she realized she might be caught. Investigations revealed that no one by the name of Mona Bugalia was officially listed in the training batch.
Mona had previously taken the SI recruitment exam but did not pass. Despite this, she spread rumors on social media about her selection and used forged documents to join the academy. To bolster her false identity, she had herself photographed in police uniform with senior officers, including IPS and RPS personnel. Further investigation revealed that she had been using her fake identity to threaten people, especially residents of Sikar, through WhatsApp calls. A raid on her house uncovered a police uniform, badge, identity card, and belt.
Mona, who styled herself as "Lady Singham" on social media, not only wore a police uniform and trained with real recruits but also filmed viral videos with IPS and RPS officers. She attended high-profile events and accessed the police academy through restricted gates without proper credentials. By developing friendly relationships with officials, she gained access through special gates without an ID, raising concerns about internal vetting procedures. She played tennis with a serving Additional Director General (ADG), attended the wedding of a former Director General of Police (DGP)'s daughter, and obtained VIP darshans at temples by posing as a police officer.
The situation began to unravel when Mona threatened a woman constable via WhatsApp, which led to a formal complaint. When the police examined their records, they discovered that no candidate named Mooli Devi had ever been selected or inducted into the RPA. The investigation quickly exposed her real identity as Mona Bugalia, a resident of Didwana in Nagaur, Rajasthan. After being on the run for two years, police apprehended Mona based on a tip. She had been hiding in Sikar, where she had rented a room under a false name.
