Bihar Voter Enumeration: Forms Distributed Widely, Submission Rate Lagging According to Election Commission Data.

The Election Commission of India (ECI) is conducting a Special Intensive Revision (SIR) of electoral rolls in Bihar, and the process is moving forward rapidly. As of Saturday, July 5, 2025, 93.57% of voters in Bihar have been given enumeration forms. This translates to over 7.38 crore forms distributed to the total 7,89,69,844 registered electors in Bihar (as of June 24, 2025). Furthermore, more than 1.04 crore enumeration forms, which is approximately 13.19% of the total electors, have already been collected.

To ensure that no eligible voter is left out of the updated rolls, over 77,000 Booth Level Officers (BLOs) are going door-to-door to assist voters in filling out and collecting the enumeration forms. In many instances, BLOs are also capturing live photographs of voters and uploading them instantly to alleviate the burden on citizens to arrange for photos themselves.

The ECI has also taken steps to facilitate wider participation in the SIR process. Partially filled forms can be downloaded from the ECI portal (https://voters.eci.gov.in) or the ECINET App, and voters can also upload completed forms directly through the app. To further strengthen the process, an additional 20,603 BLOs are being deployed to ensure the smooth and timely completion of the revision. Nearly four lakh volunteers, including government officials, NCC cadets, NSS members, and others, are assisting in the field to help senior citizens, persons with disabilities (PwDs), the sick, and other vulnerable groups submit their forms.

At the administrative level, 239 Electoral Registration Officers (EROs), 963 Assistant Electoral Registration Officers (AEROs), 38 District Election Officers (DEOs), and the state's Chief Electoral Officer (CEO) are overseeing the exercise on the ground. Political parties are also extending their cooperation, with 1,54,977 Booth Level Agents (BLAs) appointed by various parties actively supporting the door-to-door revision drive.

The last date for submission of the forms is July 25, 2025. To get their name in the draft electoral roll to be published on August 1, 2025, electors must sign and submit the pre-printed enumeration form before July 25, 2025, along with the required documents. The EC has provided a list of 11 documents that can be attached to prove the applicant's eligibility as a voter.

In a recent decision, the Election Commission has stated that voters can still be verified in the electoral rolls as part of the Special Intensive Revision in Bihar even without submitting the mandatory documents. According to the Election Commission, if the necessary documents and photo are not available, the Electoral Registration Officer (ERO) can make a decision on verification for the rolls even without the documents being submitted. The EROs will go to the location and meet the voters who have not submitted documents to ensure that the person filling the form is 18 years old, get information about their residence period, talk to people living in the area, and decide on the basis of available evidence and other documents.
