The Lakshadweep administration is reportedly planning to acquire Bitra Island for defense purposes, a move that has sparked opposition from residents and local Member of Parliament Hamdullah Sayeed.
In a related development, the Indian government has approved plans to build military airfields in Lakshadweep, with the aim of monitoring increasing Chinese activities in the region and expanding India's reach. A high-level meeting cleared proposals from the three services, led by the Department of Military Affairs, to construct a new airbase on Minicoy Island and extend the existing airfield on Agatti Island in the Arabian Sea. These dual-purpose airfields, also available for commercial airlines, will be capable of handling all types of fighter and transport aircraft, as well as long-range drones, giving Indian forces a strategic advantage. The Indian Air Force is expected to take the lead in this project, which will establish a military enclave for use by all three defense forces and the Indian Coast Guard. The Indian Coast Guard initially suggested developing an airstrip on Minicoy Island. The Minicoy airport will enhance surveillance capabilities in the Arabian Sea and is expected to boost tourism.
These developments occur amidst rising concerns about Chinese naval activity in the Indian Ocean, including collaborations with the Pakistan Navy. Building up defense capabilities in Lakshadweep is seen as a crucial step to counter these growing activities.
However, these plans have stirred controversy and raised concerns among the local population. Some view these initiatives as a "takeover" of the islands, potentially alienating residents from their traditional land rights. Concerns have also been raised about the environmental impact of large-scale infrastructure projects on the fragile ecology of the islands.
Past proposals, such as the Draft Lakshadweep Development Authority Regulation 2021, which allows the administration to acquire land for infrastructure projects, have already generated significant opposition. There are worries that the construction of highways and other developments could damage the islands' delicate ecosystem. Additionally, regulations like the Prevention of Anti-Social Activities Regulation, 2021, allowing detention without trial, have been criticized as draconian and unnecessary, given the islands' low crime rate.
The situation in Lakshadweep highlights the delicate balance between national security concerns, development aspirations, and the rights and well-being of local communities. As India strengthens its defense infrastructure in the region, it will be crucial to address the concerns of the residents and ensure that development projects are sustainable and do not come at the cost of the islands' unique environment and cultural heritage.
