Rajya Sabha Deputy Chairman Harivansh has expressed his concern over the significant amount of time lost due to repeated adjournments during the current session. As opposition parties continue to disrupt proceedings, demanding discussions on specific issues, Harivansh has lamented that over 30 hours of the members' time has been lost.
The disruptions have primarily stemmed from the opposition's insistence on debating the special intensive revision of electoral rolls in Bihar. Harivansh has reminded the members that this particular issue is already under adjudication by the court. Despite this, opposition members have persisted in their demands, leading to repeated disruptions and adjournments.
Harivansh highlighted the opportunities that members have had to raise important questions and issues since the start of the monsoon session. He noted that members had the chance to raise 120 starred questions, 120 zero-hour submissions, and 120 special mentions. However, due to the disruptions, only a fraction of these opportunities have been utilized, with barely 11 starred questions, 3 zero-hour submissions, and 17 special mentions being taken up.
The Deputy Chairman emphasized that the time lost due to these disruptions belongs to the members and not the government. He stressed that the mandate given by the people is not being fulfilled due to the persistent disruptions. He urged the members to introspect on their conduct in light of a resolution unanimously adopted by the Rajya Sabha on September 1, 1997, which emphasized the importance of preserving the prestige of Parliament and adhering to the rules of procedure and conduct of business.
Harivansh also addressed the notices received under Rule 267, which pertained to various issues such as the SIR exercise in Bihar and the 25% tariff announced by the US on Indian goods. He stated that these notices did not conform to the directives imparted by the Chair on December 8, 2022, and December 19, 2022, and were therefore rejected.
Despite attempts by members of the DMK, Congress, and CPM to push for a discussion on the SIR issue, the Chair maintained that the matter was already being adjudicated by the court. The disruptions continued, ultimately leading to the adjournment of the House.
The repeated disruptions in the Rajya Sabha have raised concerns about the effective functioning of the Parliament and the ability of members to address important issues. The loss of valuable time has been lamented by the Deputy Chairman, who has called for introspection and adherence to parliamentary procedures to ensure that the mandate given by the people is fulfilled.
