The Monsoon Session of Parliament has been witnessing disruptions and heated debates, particularly concerning the INDIA bloc's strong opposition to the Special Intensive Revision (SIR) of electoral rolls in Bihar. The opposition alleges that the government is attempting to manipulate voter lists in the poll-bound state through this exercise.
Adding to the turmoil, the INDIA bloc leaders are set to conduct a "Vote Chori" march to the Election Commission of India (ECI) headquarters today, August 11, 2025. This march is a protest against what the opposition claims is "vote theft". The march was originally scheduled for August 8 but was postponed due to the death of former Jharkhand Chief Minister Shibu Soren.
The opposition parties have warned that the SIR exercise may lead to the disenfranchisement of many and have labeled it "vote-bandi" and "vote-chori," meaning vote theft. Congress MP Manickam Tagore has reiterated claims of a large number of fake votes in an assembly seat in Karnataka.
Inside Parliament, the INDIA bloc has been pressing for a full debate on the SIR issue, leading to repeated adjournments in both houses since the beginning of the Monsoon Session. The opposition has been accusing the government of avoiding accountability on the matter. Congress MP Priyanka Gandhi Vadra has criticized the ruling party's reluctance to hold a debate, emphasizing that the opposition is "only asking for a discussion".
Despite the disruptions, the government is attempting to push forward with its legislative agenda. The Lok Sabha is scheduled to take up the National Sports Governance Bill of 2025 for consideration and passage. Union Sports Minister Mansukh Mandaviya is slated to move the bill. Additionally, amendments to the National Anti-Doping Act, 2022, are also on the agenda. Union Ports, Shipping, and Waterways Minister Sarbananda Sonowal is expected to move the Indian Ports Bill of 2025. However, the ongoing protests have, at times, prevented the Lok Sabha from discussing key legislation.
The INDIA bloc held a meeting where they agreed that the SIR remains a key issue for the Monsoon Session, and they will continue protests inside and outside the House, pressing for a debate on the issue. They are also planning campaigns to make people aware of the issue, using terms like "votebandi," "vote-chori," and "vote ki loot" to describe the SIR exercise.
