Bihar's Infrastructure Development Surge: Highways, Metro, Airports, and Vande Sleeper Train Project Set Before 2025 Elections

Bihar is gearing up for a significant infrastructure boost in 2025, with a flurry of projects aimed at enhancing connectivity and modernizing the state ahead of the upcoming elections. These initiatives span across various sectors, including highways, metro lines, airports, and railways, promising to reshape the landscape and improve the lives of residents.

One of the most anticipated developments is the introduction of India's first Vande Bharat sleeper train, which is expected to connect Delhi and Patna. This semi-high-speed train, capable of running at speeds up to 160 km/h, is designed to offer a comfortable and efficient overnight travel option. The launch is strategically timed to ease passenger congestion during the Diwali and Chhath festivals, with fares projected to be 10-15% higher than the Rajdhani Express. The new train will have modern interiors, premium sleeper berths, and upgraded catering services. The Prime Minister is expected to inaugurate the service in late September. In addition to the Vande Bharat, Indian Railways plans to operate 12,000 special trains to and from Bihar during the festive season and is piloting a round-trip package scheme offering up to a 20% discount on return fares. Investment in railways has seen a significant boost, with annual investment increasing from ₹1,132 crore (2009-14) to ₹10,066 crore in 2025-26.

In Patna, the metro project is nearing completion, with the priority corridor set to launch in August 2025. The 6.49 km elevated section of Corridor II, connecting Malahi Pakri to ISBT, will feature five stations: Malahi Pakri, Khemnichak, Bhootnath Road, Zero Mile, and ISBT. The Patna Metro aims to reduce congestion and provide efficient connectivity across the city. The metro network will eventually extend to Jayaprakash Narayan International Airport and Bihta Airport, enhancing regional air travel accessibility. The Chief Secretary has urged officials to expedite the work to ensure the project is completed on time. Looking ahead, metro projects are also planned for Gaya, Muzaffarpur, Darbhanga, and Bhagalpur, signaling a broader urban mobility revolution in Bihar.

To enhance air connectivity, the Bihar government is undertaking an ambitious plan to develop 15 airports in the state, up from the current three. This includes the development of three airports at Rajgir, Sultanganj, and Raxaul, as well as seven smaller airports at Bhagalpur, Valmikinagar, Birpur, Madhubani, Munger, Saharsa, and Muzaffarpur. A new terminal at Patna airport is now operational, and the Bihta airport project is underway to ease pressure on Patna. The central government has granted in-principle approval to greenfield airport projects at Rajgir, Bhagalpur, and Sonepur. Six new airports in smaller cities like Muzaffarpur and Saharsa are being built with a budget of ₹150 crore. These airports are part of the UDAN scheme, which aims to make flying more affordable and accessible in smaller towns.

Road infrastructure is also receiving a major boost, with the central government approving a ₹33,464 crore package for highway projects spanning 875 km. This includes the NH-119A corridor (Patna-Arrah-Sasaram), which is expected to transform freight corridors across southern Bihar. The Greenfield Patna–Arrah–Sasaram Corridor (NH-119A), estimated at ₹3,712 crore, will integrate with major national highways, airports, railway stations, and the Patna Inland Water Terminal, generating approximately 48 lakh person-days of employment. Other key projects include the four-lane Bakhtiyarpur–Mokama section of NH-31 and the four-lane Parariya to Mohania section of NH-319. The Ministry of Road Transport and Highways has approved Bihar's ₹33,000 crore annual work plan for 2025-26, which includes upgrading 526 kilometers of roads into two and four-lane stretches and constructing seven new bypasses. Additionally, ₹3,758 crore has been allocated for bridge development, including the Didarganj to Saristabad Elevated Road in Patna. The government has also approved the construction of 3092 km of road projects in Bihar under the PM package of 2015 and 2018 at an estimated cost of ₹70,726 crore. Union Minister Nitin Gadkari has assured approval for a ₹1,100 crore scheme from the Central Road and Infrastructure Fund (CRIF) to construct 226 km of roads across Bihar under 15 projects.

These infrastructure projects are expected to stimulate economic growth, improve connectivity, and create employment opportunities in Bihar. The state's economy has expanded 3.5 times since 2011–12, and these investments are likely to further accelerate its growth trajectory.
