Supreme Court to consider RJD's request for more time to submit State Internal Resources details.

The Supreme Court of India has agreed to hear a plea by the Rashtriya Janata Dal (RJD) and the All India Majlis-e-Ittehadul Muslimeen (AIMIM) on September 1, 2025, regarding the extension of the deadline for filing claims and objections in the Special Intensive Revision (SIR) of electoral rolls in Bihar. The current deadline for submitting claims and objections is September 1, 2025.

Advocate Prashant Bhushan, representing RJD, mentioned the matter before a Supreme Court bench comprising Justices Surya Kant, Joymalya Bagchi, and Vipul M Shah. He argued for a one-week extension to the September 1 deadline. Bhushan stated that approximately 80,000 claims were filed before the Supreme Court's August 22 order, with an additional 95,000 submitted following the directive. Advocate Nizam Pasha, representing AIMIM, also supported the extension, citing a surge in claim filings. Alam told the bench that the number of claims filed are exponentially rising and the deadline needs to be extended.

The RJD is seeking an extension until September 15 to accept claims from deleted voters. The party claims that despite the Supreme Court's previous order directing the acceptance of Aadhaar as a valid document, Booth Level Agents (BLAs) are still not accepting it. The RJD has also informed the court that the number of polling booths has increased to 90,712 in this SIR and that they have appointed BLAs on approximately 52% of these booths. They claim that Booth Level Officers (BLOs) did not cooperate with the BLAs and refused to acknowledge claims collected by RJD from electors.

The Election Commission of India (ECI) has stated that over 1.62 lakh claims and objections have been filed by electors on the draft electoral rolls. The ECI added that 162,453 claims and objections were filed directly by electors, of which 17,516 have been disposed of after verification.

The Special Intensive Revision (SIR) in Bihar began on June 24 and aims to ensure error-free electoral rolls ahead of the state elections. However, it has sparked a row between the Election Commission and the opposition INDIA Bloc. The petitions before the Supreme Court also raise concerns about the exclusion of widely held documents like Aadhaar and ration cards, arguing that this will disproportionately affect poor and marginalized voters, especially in rural Bihar. The pleas seek to quash the ECI's June 24 directive, which requires many voters in Bihar to submit proof of citizenship to remain on the electoral rolls.

The Supreme Court had previously expressed concern about the lack of political parties’ involvement in correcting the names of voters deleted during the SIR. The Election Commission had filed an affidavit stating that the list of names and details of 65 lakh electors in Bihar who were not included in the draft roll published on August 1 had been posted on the websites of all 38 District Electoral Officers in the state. The court had directed the ECI to allow excluded voters to submit claims online, clarifying that physical submissions were not necessary. It also reiterated that an Aadhaar card or any of the eleven documents listed by the Election Commission could be submitted with inclusion applications.
