"A normal person assisted by AI will soon be able to build bioweapons—and that is terrible," he cautioned. He also fears that machines could surpass human intelligence in manipulation and emotional control, learning to sway human thoughts and behaviors more effectively than people themselves. He has also expressed concern about the use of AI by bad actors to create lethal viruses.

Hinton has also voiced concerns about the longer-term dangers of superintelligent AI. He worries that AI systems could develop sub-goals that are unaligned with human interests, potentially leading to unintended and harmful consequences. For example, AI systems might seek to gain more control or prevent themselves from being shut down, not because they were programmed to do so, but because these sub-goals are useful for achieving their primary objectives. Hinton has stated that "it's not inconceivable" that AI could "wipe out humanity".

To mitigate these risks, Hinton advocates for increased research into AI safety and the establishment of clear safety guidelines. He urges governments to push large companies to allocate more resources towards AI safety research. He also believes that international cooperation is essential to avoid the worst outcomes. Hinton has called for a world treaty to ban the use of military robots.

Hinton acknowledges that AI also has the potential to do enormous good, particularly in areas such as healthcare. He notes that AI is already comparable to radiologists in understanding medical images and is becoming increasingly effective at designing drugs. However, he stresses the importance of balancing these benefits with a careful consideration of the risks.

In light of his concerns, Hinton made the decision to resign from Google in May 2023 to speak more freely about the risks of AI. He has expressed regret for not having recognized the dangers of AI sooner, stating, "I should have realised much sooner what the eventual dangers were going to be". Despite the risks, Hinton remains hopeful that AI can be developed and used in a way that benefits humanity, but he emphasizes the urgent need for caution and proactive safety measures.
