Parliament House Complex: Impending security enhancements and modernized technological implementations for improved safety and protection.

The Parliament House Complex in New Delhi is slated for a significant security upgrade, with the Central Public Works Department (CPWD) inviting bids for the project. The comprehensive enhancement plan includes the installation of an electric power fence, a fiber optic-based Perimeter Intrusion Detection System (PIDS), and a CCTV surveillance network integrated with a centralized video management system (VMS).

The CPWD has floated a tender to implement the project, which is estimated to cost around ₹14.63 crore. The last date for bid submission is September 18. The project is expected to be completed within four months from the date of commencement.

According to the tender document, the video integration between the perimeter electrical fence solution and the CCTV system must be seamless to ensure comprehensive coverage of potential "multiple intrusions". The scope of work includes dismantling the existing power fencing and associated accessories, along with the supply, installation, testing, and commissioning (SITC) of new electric power fencing, optical fiber-based PIDS, an integrated CCTV surveillance system with VMS, and perimeter lights for the boundary of the Parliament House Complex. This includes the SITC of poles/posts, including foundation, cabling, and earthwork as required, with the design of poles and posts requiring approval from PSS/CPWD.

The CPWD has emphasized that the work must be executed in a manner that does not cause disturbance to the occupants or hinder their work, considering the frequent visits of dignitaries and events. The project scope also includes all electrical and network/data connections for all gadgets/equipment, including the supply and fixing of channels/conduits, wires, cables, and interconnection cables from existing electrical distribution boxes/panels/network switches installed in the vicinity.

The Parliament House Complex security is currently managed by the Delhi Police, paramilitary forces, and the Parliament Security Service (PSS). The PSS has three levels of security checks for visitors, including checks at the entrance of the complex, the gate of the new Parliament building, and right before entering the gallery. Visitors are thoroughly checked at every level and are not allowed to carry items like pens or books inside. House Marshals or security officers are present in all galleries during proceedings, with front-row seats reserved.

In recent times, there have been changes to the security arrangements, with the CISF replacing Delhi Police personnel at the complex. Concerns have been raised by some MPs regarding the suitability of CISF for the job.
