The Centre is set to launch a nationwide Digital Life Certificate (DLC) campaign for pensioners from November 1st to 30th, 2025. This initiative, led by the Department of Pension & Pensioners' Welfare (DoPPW), aims to simplify the annual life certificate submission process for pensioners, ensuring the uninterrupted continuation of their pension.
This fourth edition of the Nationwide Digital Life Certificate Campaign, dubbed DLC Campaign 4.0, will be conducted across 2,000 districts and sub-divisional headquarters throughout India. Building on the success of previous campaigns, this year's effort aims to be the largest yet, leveraging advanced face authentication technology to digitally empower pensioners. The goal is to generate two crore Digital Life Certificates during the month-long drive.
The campaign will be a collaborative effort, bringing together Pension Disbursing Banks, India Post Payments Bank (IPPB), Pensioners' Welfare Associations, the Controller General of Defence Accounts (CGDA), the Department of Telecommunications, Indian Railways, Department of Posts, Employees' Provident Fund Organisation (EPFO), UIDAI, and the Ministry of Electronics & IT (MeitY).
IPPB will play a significant role, holding camps at 1,600 district and sub-divisional post offices. Their network of 1.8 lakh postmen and Gramin Dak Sevaks will provide both in-office and doorstep DLC services. Nineteen Pension Disbursing Banks will also organize camps in 300 cities at over 900 locations, and 57 Pensioners' Welfare Associations will mobilize pensioners to participate.
The DoPPW has issued detailed guidelines for the initiative through an Office Memorandum dated July 30, 2025. The department aims to reach pensioners in even the most remote corners of the country.
As part of the campaign, banks and IPPB will launch an extensive awareness campaign utilizing SMS, WhatsApp, social media, banners, and local media coverage to inform pensioners about DLC submission options.
The Digital Life Certificate, also known as Jeevan Pramaan, allows pensioners to generate a digital certificate using biometric authentication, such as an Aadhaar-based fingerprint or iris scan, and submit it online. This eliminates the need for physical visits to banks or pension disbursing offices.
To generate a DLC, pensioners need to install the Aadhaar Face RD App and the Jeevan Pramaan app on their smartphone or Android device. They then need to authenticate themselves through the Jeevan Pramaan application using their Aadhaar number, mobile number, and email address.
This initiative is expected to bring significant relief to pensioners, offering a simple, transparent, and hassle-free way to submit their life certificates and ensure uninterrupted pension benefits.
