Patna, Bihar: A day after the National Democratic Alliance (NDA) secured a landslide victory in the Bihar Assembly elections, top leaders from the alliance converged at Chief Minister Nitish Kumar's residence in Patna on Saturday, November 15, 2025, to initiate discussions on government formation. Simultaneously, strategic deliberations were also underway in New Delhi.
The flurry of activity at 1 Aney Marg, the Chief Minister's official residence, signaled the commencement of intense political negotiations regarding power-sharing arrangements, cabinet composition, and the upcoming swearing-in ceremony. Among the early attendees were JD(U) working president Sanjay Kumar Jha and Union Minister Rajiv Ranjan Singh alias Lalan Singh. Subsequently, Deputy Chief Minister Samrat Chaudhary and Union Minister Chirag Paswan also arrived for detailed discussions with Nitish Kumar. Senior JD(U) leaders Vijay Kumar Chaudhary and Shyam Rajak, along with newly-elected MLAs and officials, joined the meeting later.
Sources indicated that the meetings primarily focused on finalizing the structure of the new Cabinet, allocating portfolios, and preparing for the oath-taking ceremony. BJP state president Dr. Dilip Jaiswal stated that the party's central leadership would finalize all decisions regarding government formation within two days.
Chirag Paswan, leader of the Lok Janshakti Party (Ram Vilas), credited Nitish Kumar's leadership and unity efforts for the NDA's significant victory. Paswan highlighted that Kumar's visible support for the alliance, such as publicly displaying his inked finger during voting, conveyed a strong message of cohesion. He also dismissed rumors of internal divisions within the NDA as politically motivated and asserted that the victory underscored the alliance's strength. Paswan expressed his party's eagerness to actively participate in the state government.
Another NDA partner, Santosh Kumar Suman, whose father Jitan Ram Manjhi is the founder of Hindustani Awam Morcha, also voiced his support for Nitish Kumar to continue as Chief Minister.
Meanwhile in Delhi, JDU leaders Lalan Singh and Sanjay Jha met with Union Home Minister Amit Shah to discuss the formation of the new government. Singh affirmed that Nitish Kumar would remain the Chief Minister, emphasizing the mandate for development under his leadership.
Nitish Kumar is expected to resign on Monday to pave the way for the new NDA government. He will chair the last cabinet meeting of the outgoing government before submitting his resignation to the Governor. Following this, meetings of JD(U) and NDA legislators will be held to elect their leaders. Sources suggest that NDA legislators will elect Nitish Kumar as their leader shortly after BJP's announcement.
A proposal is under consideration to hold the swearing-in ceremony at Gandhi Maidan instead of Raj Bhavan. The date of the ceremony will be determined based on Prime Minister Narendra Modi's schedule, who has expressed his intention to attend the event.
The NDA's landslide victory in the Bihar Assembly elections saw the alliance secure 202 seats in the 243-member assembly. The BJP emerged as the single largest party with 89 seats, followed by the JD(U) with 85. The Lok Janshakti Party (Ram Vilas) secured 19 seats, while other allies won 9 seats. The Mahagathbandhan, led by the RJD, won only 35 seats. The BJP and the JD(U) contested an equal number of seats (101 each) for the first time in this election. While BJP increased its seat share from 74 in 2020 to 89 in 2025, JD(U) made a significant jump from 45 seats in 2020 to 85 this time.
Political analysts attribute the NDA's victory to alliance consolidation and vote fragmentation, with the NDA securing 47.2% of the vote share compared to the Mahagathbandhan's 37.3%.
