NIA's Pahalgam Attack Chargesheet: LeT, TRF, and Pakistani Handler Sajid Jatt Implicated in Detailed 1,600-Page Filing.

The National Investigation Agency (NIA) filed a 1,597-page chargesheet on Monday before a special NIA court in Jammu, in connection with the April 22 Pahalgam terror attack. The chargesheet names seven accused, including Pakistan-based Lashkar-e-Taiba (LeT) and its proxy, The Resistance Front (TRF). LeT operative Sajid Jatt has been identified as a key conspirator.

The NIA's investigation details Pakistan's role in the conspiracy, the roles of the accused, and supporting evidence. The banned LeT/TRF is charged as a legal entity for its role in planning, facilitating, and executing the attack, which targeted civilians based on their religion. The attack resulted in the deaths of 25 tourists and one local pony operator.

Sajid Jatt, a Pakistan-based handler, is specifically named as an accused in the chargesheet. The chargesheet also identifies three Pakistani terrorists who were killed by Indian security forces during Operation Mahadev in Dachigam, Srinagar, in July 2025: Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Hamza Afghani.

The NIA has invoked penal sections against the accused for waging war against India, in addition to charges under the Bharatiya Nyaya Sanhita (BNS) 2023, the Arms Act of 1959, and the Unlawful Activities (Prevention) Act of 1967. The agency's investigation, which spanned approximately eight months, traced the conspiracy to Pakistan, accusing it of sponsoring terrorism against India.

Two local residents, Parvaiz Ahmad and Bashir Ahmad Jothar, were arrested on June 22, 2025, for allegedly providing shelter and logistical support to the terrorists. They have also been included in the chargesheet. Interrogation of Ahmad and Jothar revealed the identities of the three Pakistani terrorists involved in the attack.

According to the chargesheet, Saifullah Sajid Jatt, a resident of Kasur district in Pakistan's Punjab province, is a senior LeT commander. He is considered a top leader in the terror group, ranking just below Hafiz Saeed. Jatt is also identified as the chief of TRF, a LeT proxy responsible for attacks in Jammu and Kashmir. The NIA has announced a reward of Rs 10 lakh for information leading to Sajid's arrest.

The NIA maintains that the attack was executed by Pakistan-based operatives linked to LeT. The timely filing of the chargesheet ensures the continuation of prosecution while further evidence is examined.
