The Bharatiya Janata Party (BJP) has emerged as the dominant force in the Goa Zilla Panchayat Elections 2025, securing a significant victory that Prime Minister Narendra Modi has hailed as a testament to the state's embrace of progressive politics. The BJP, in alliance with the Maharashtrawadi Gomantak Party (MGP), has won 30 seats in the 50-member body.
The results of the Zilla Panchayat elections are being viewed as a crucial indicator ahead of the 2027 Goa Assembly elections. The polls saw a high voter turnout of 70.81 percent, with several parties including the BJP, Congress, Aam Aadmi Party (AAP), Goa Forward Party (GFP), and MGP contesting.
Goa Chief Minister Pramod Sawant expressed his gratitude to the state and party workers (karyakartas) following the BJP's win. BJP Goa President Damodar 'Damu' Naik noted that the BJP-MGP alliance was poised to win at least 34-35 seats, potentially with support from independent candidates. He also pointed out that the Congress party was restricted to single digits, despite the election being conducted via paper ballots, which the opposition had previously advocated for.
While the BJP secured the highest number of seats, its tally decreased from 33 in the previous election. The Congress party won 9 seats, while the Goa Forward Party, Aam Aadmi Party, and Revolutionary Goans Party each secured one seat. Independent candidates also won several seats.
The elections were held for the North Goa and South Goa Zilla Parishads, with over six lakh voters participating. Voter turnout was high, with 72.6 percent in North Goa and 68.9 percent in South Goa. In North Goa, the BJP won 13 seats compared to Congress's one, while in South Goa, the BJP secured 11 seats and Congress won eight.
Several BJP candidates emerged victorious, including Poonam Chandrakant Samant from Borim, Sunil Gawas from Sancoale, Maheshwar Manohar Govekar from Siolim, and Pritesh Gaonkar from Curti. Other winners include Namdev Chari (Honda, Sattari), Shidharth Dessai (Xeldem), Franzilia Rodrigues (Calangute), Padmakar Malik (Latambarcem), Sameksha Naik (Usgao-Ganje), and Mohan Gaonkar (Sanvordem). The MGP won the Quela seat with Ganpat Naik. Congress party winners included Floriano Fernandes (Davorlim), Sumitra Pagi (Cola), and Sanjay Velip (Guirdolim). The GFP-Congress alliance saw Inacina Pinto win from Raia. Additionally, Radhika Palyekar won Arambol as an independent candidate, and Esperanca Braganza of the RGP won in St Cruz. AAP's Antonio Fernandes won one seat in Colva.
Despite the BJP's victory, some observers noted that the split in opposition votes helped the party emerge as the single largest party. Some analysts also pointed out that many of the BJP's winning candidates were strong individual leaders who had previously been members of the Congress party.
